Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:02 p.m. on Tuesday, September 26, 2017, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda City Manager Cooke announced the following: "We are scheduled to adopt the FY2018 budget today. The ordinances associated with the tax rate and the budgets were added electronically and distributed via email to you this morning. You will note that the General Fund Budget is $232,958 less than the original recommended budget as we reduced Payments in Lieu of Taxes from the Enterprise Funds. As an offset, we reduced the Police Department Budget for two civilian positions that were also budgeted correctly in the Crime Control and Prevention District for the Sixth Patrol. In addition, we made minor program adjustments from Economic Development and Property Management to Non-Departmental to more appropriately reflect the corporate purpose of the funds. Finally, you will note that the IT Services Fund appropriation is an increase of$2.6M to transfer fund balance as intended to support the FY2018 IT Capital Plan that was presented to the City Council." b. IR 10053: Proposed Council-Initiated Zoning Changes for Portions of the South Hills Neighborhood in Council District 9 3. IR 10054: Findings and Recommendations of West Seventh Stakeholders Group 4. IR 10055: Firefighter Healthcare Benefits 2. Current Agenda Items - City Council Members Mayor Pro Tem Shingleton requested that M&C C-28406 be removed from the Consent Agenda for individual consideration. Council Member Bivens confirmed that there were no Lake Arlington properties included in M&C L-16083. 3. Responses to Items Continued from a Previous Week a. A Resolution Supporting Changes to the Current Immigration Laws - (Continued from August 15, 2017 by Council Member Jordan) This item will be withdrawn from the Council agenda and will be made part of the City's legislative agenda. 4. Council Proposal No. 311 — Waiver to Festival Equipment Rental Fee for the Harambee Festival (Council Member Kelly Allen Gray and Council Member Gyna Bivens This item is being introduced today and will be acted on at the October 10, 2017, Council meeting. Presentation on Fort Worth Sister Cities International Annual Report (Mae Ferguson, Fort Worth Sister Cities) Ms. Mae Ferguson, Fort Worth Sister Cities, provided an update of the activities of Fort Worth Sister Cities. She also noted that the economic impact of the Sister Cities programs in 2017 was $14 million. 6. Briefing on Design Standards for Multifamily Housing (Dana Burghdoff, Planning and Development Department) Ms. Dana Burghdoff, Planning and Development Department, reviewed recent multifamily development and current design standards. Staff is recommending consultation with stakeholders on potential revisions to CR, C and D zoning classifications. 7. Briefing on Roles of Development Boards and Commissions (Dana Burghdoff, Planning and Development) Ms. Dana Burghdoff, Planning and Development Department, reviewed the roles of development boards and commissions for variances and waivers. Council discussed the need for education and consistency. 8. Briefing on Domestic Violence (Ken Dean, Police) Assistant Police Chief Ken Dean provided background on the Domestic Violence Unit and statistical information. He reviewed the new ordinance passed by the City of Burleson to protect a child from being a witness to a domestic violence assault. The Police Department is working with Legal, the DA's office and Municipal Court to determine the feasibility of a similar ordinance to achieve the same goals. Another option is to work with the legislature on a potential enhancement to domestic violence charges when the incident involves a child. 9. City Council Requests for Future Agenda Items and/or Reports Council Member Byrd — How do the decisions get made on the use of revenue that exceeds budget? Council Member Bivens— Sidewalk waver policy and district specific data. Council Member Moon — Roadway panhandling ordinance to prohibit panhandling at intersections and the impact on non-profits. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION SEPTEMBER 26, 2017 Page 4 of 4 Mayor Price, Council Member Shingleton and Council Member Bivens — Trail patrols and the budgetary impact of a dedicated trail patrols and the entire length of the trails. Is there a possibility of a volunteer group? 10.
