SUPPORTING THE PASSAGE OF
TEXAS HOUSE OF REPRESENTATIVES
LEGISLATIVE BILL # 1199
WHEREAS, on November 30 1998 the permanent provisions of the Brady Law took
effect which require Federally licensed firearms dealers to initiate a background check through
the National Instant Criminal Background Check System prior to the transfer of any firearm to a
non-licensed individual, and
WHEREAS firearms were used m 75% of all homicides that occurred m Fort Worth m
1998 and
WHEREAS, gun shows" currently provide an exception to Brady Law requirements on
purchasing a handgun, and gun shows" are not defined in the penal code, and
WHEREAS on February 2, 1999 State Representative Debra Danburg introduced
House Bill #1199 which would define gun shows" would make selling a firearm to a person
who does not have a concealed handgun permit at a gun show" athird-degree felony (unless
the buyer has complied with the instant criminal background check prior to the sale),
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH.
That the Crty Council, through the adoption of this resolution, supports the passage of Texas
House of Representatives Bill # 1199
