HomeMy WebLinkAboutResolution 4853-10-2017 A Resolution NO. 4853-10-2017 AMENDING RESOLUTION NO. 4731-01-2017 TO PROVIDE FOR INDIVIDUAL APPOINTMENTS TO THE MINORITY AND WOMEN BUSINESS ENTERPRISE ADVISORY COMMITTEE BY DESINGATED ORGANIZATIONS AND STAKEHOLDER GROUPS WHEREAS, on October 18, 2016 the City Council adopted Resolution No. 4690-10-2016 repealing Resolution No. 3698-12-2008 and reorganizing the Minority and Women Business Enterprise Advisory Committee (the "M/WBE-AC") into an advisory committee of eighteen (18) members, consisting of one (1) representative from each of the four (4) Chambers of Commerce, six (6) partner organizations that promote the utilization and growth of M/WBEs,one (1)regional certification agency, two (2) community groups, and five (5) internal City of Fort Worth Departments ("City Departments"); and WHEREAS, on January 24, 2017 the City Council adopted Resolution No. 4731-01-2017 pursuant to which the City Council appointed named individuals representing the organizations and stakeholder groups identified in the Resolution for terms of two (2) years, beginning January 24, 2017; and WHEREAS, the City Council now wishes to amend Resolution No. 4731-01-2017 in order to provide that the organizations and stakeholder groups named in that Resolution will have the latitude to select the individuals that they wish to serve on the M/WBE-AC; and WHEREAS,the City Council also desires to amend Resolution No. 4731-01-2017 to establish uniform two (2)-year terms, beginning October 1,2017; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS: SECTION 1. That the City Council hereby confirms the previous appointment under Resolution No. 4731-01-2017 of the following members of the M/WBE-AC representing the following organizations and stakeholder groups: Omwr Member Organization Name Chambers of Commerce Fort Worth Chamber of Commerce Brandom Gengelbach Fort Worth Metropolitan Black Chamber of Dee Jennings Commerce Fort Worth Hispanic Chamber of John Hernandez Commerce US Pan Asian American Chamber of Grace McDermott Commerce - Southwest Partner Organizations Regional Hispanic Contractor's John Martinez Association Black Contractor's Association John Proctor Women's Business Council - Southwest Debbie Hurst DFW Minority Supplier Development Margo Posey Council Association of General Contractors Jack Baxley Tarrant County Contractor's Association Troy Woody Regional Certification Agency North Central Texas Regional Certification Agency Elicia Mitchell (NCTRCA) L,Wow Community Organizations Black Ecumenical Leader Alliance (BELA) Bishop Kenneth B. That Resolution No. 4731-01-2017 is hereby amended to provide that (i) the current terms of the above-named members of the M/WBE-AC expired September 30, 2017; (ii) subsequent terms of M/WBE-AC members shall be for two (2) years each, commencing on October 1, of each odd-numbered year,beginning as of October 1, 2017; (iii)no individual may serve as a member of the M/WBE-AC for more than three (3) consecutive two (2)-year terms, beginning with terms commencing as of October 1, 2017; and (iv) a member whose term has expired shall nevertheless continue to serve until his or her successor has been appointed. SECTION 3. That Resolution No. 4731-01-2017 is hereby amended to provide that the above- named designated organizations and stakeholder groups will have the right to appoint one (1) member to the M/WBE-AC to serve at the pleasure of the organization or stakeholder group for any full two (2)- year term or for the remainder of a then-current term in the event of a vacancy resulting for any reason, provided that (i) all such appointments must be made by act of the governing body or officer of the above-named organizations and stakeholder groups, and (ii) written notice of any such appointments must be received by the Director of the City's Economic Development Department or authorized designee before such appointment may take effect. SECTION 4. That the City Council,by Resolution,may, at any time and for any reason, change, revise or remove the authority of any of the above-named or nizations and stakeholder groups to �'''� FORTWORTH appoint members of the M/WBE-AC. SECTION 5. That this Resolution shall take effect immediately upon its adoption, and that any conflicting provisions of Resolution No. 4731-01-2017 are hereby repealed.
