AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF UP TO $710,213.00, SUBJECT TO
RECEIPT OF THE GRANT, FOR THE PURPOSE OF FUNDING THE FAIR HOUSING
ASSISTANCE PROGRAM COOPERATIVE AGREEMENT ASSISTANCE AWARD
AMENDMENT THROUGH THE FORT WORTH HUMAN RELATIONS COMMISSION
WITH THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT FOR FISCAL YEAR 2017; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of$710,213.00, subject to receipt of the grant, for the purpose of funding the
Fair Housing Assistance Program Cooperative Agreement Assistance Award Amendment through the Fort
Worth Human Relations Commission with the United States Department of Housing and Urban
Development for Fiscal Year 2017.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22927-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of a Fair Housing Assistance Program Cooperative Agreement Assistance Award
Amendment Through the Fort Worth Human Relations Commission with the United States Department of
Housing and Urban Development for Fiscal Year 2017, Authorize Acceptance of Funds in the Amount Up
to $710,213.00, Waive Indirect Costs, and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of a Fair Housing Assistance Program Cooperative Agreement Assistance
Award Amendment through the Fort Worth Human Relations Commission with the United States
Department of Housing and Urban Development for Fiscal Year 2017, and accept funds in the amount up
to $710,213.00 plus current and future accrued interest from contractual award funds in an amount up to
$10,000.00 based upon actual receipts;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount up to $710,213.00; and
3. Waive indirect costs in the amount of$94,613.00.
DISCUSSION:
On August 4, 2017, the Fort Worth Human Relations Commission voted to recommend the approval of
the Fair Housing Assistance Program (FHAP) Cooperative Agreement Assistance Award Amendment with
the United States Department of Housing and Urban Development (HUD). Pursuant to a Cooperative
Agreement Assistance Award Amendment, HUD will provide funding to the Fort Worth Human Relations
Commission, a designated FHAP, based on the number of fair housing complaints resolved from July 1,
2016 to June 30, 2017. The Human Relations Unit Staff, on behalf of the Fort Worth Human Relations
Commission, resolved 190 complaints during this time period. Additional funds are awarded to qualifying
FHAP agencies for administrative costs and training.
The Cooperative Agreement provides payment for the following:
a. Resolution of housing discrimination complaints in the amount up to $505,800.00;
b. Administrative costs in the amount of$171,913.00; and
c. Training funds in the amount of $22,500.00 for mandatory HUD training.
The addition of current and future accrued interest from contractual award funds in an amount up to

$10,000.00 based upon actual receipts, brings the total to $710,213.00.
A waiver of indirect costs in regards to the FHAP grant is being requested. Human Relations has
determined that adding indirect costs to the grant, would result in less available programming dollars,
which when compounded with yearly fluctuations in funding, unanticipated delays in the receipt of funding,
threat of federal cuts in HUD's programming, and increasing salary and benefit costs could jeopardize the
Human Relation's ability to successfully fulfill the provisions of the grant. The estimated waiver totals up to
$94,613.00.
This contract will be with a governmental entity, state agency or public institution of higher education: U.S.
Department of Housing and Urban Development (HUD).
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, adoption of the
attached appropriation ordinance and receipt of the grant funds, funds will be available in the current
operating budget, as appropriated, of the Grants Operating Federal Fund. This is a reimbursement grant.
