AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE AMOUNT OF $95,000.00 IN THE GRANTS OPERATING
OTHER FUND, FROM GRANT REVENUE, FOR PARTICIPATION IN JOINT TASK
FORCE OPERATIONS WITH THE DOJ AND ATF; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the amount
of$95,000.00 in the Grants Operating Other Fund, from grant revenue, for participation in joint task force
operations with the DOF and ATF.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions, sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22927-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of a Five-Year Memorandum of Agreement with the United States Department of
Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives for Participation in a Joint Task Force and
Authorize Acceptance of Reimbursement Funds in the Amount Not to Exceed $95,000.00 and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize Execution of a Five-Year Memorandum of Agreement with the United Sates Department of
Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives for participation in a joint task force;
2. Authorize the acceptance of an amount not to exceed $95,000.00 for the Fort Worth Police
Department's participation in the joint law enforcement operations task force; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $95,000.00 ($19,000.00) per year for five years.
DISCUSSION:
The Fort Worth Police Department has participated in ongoing joint task force operations with the United
States Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) since
1998. On July 12, 2011, (M&C C-24996) City Council authorized the execution of a Memorandum of
Agreement (MOA)with the ATF for ongoing joint law enforcement operations. The purpose of the task
force is to collaborate on investigations affecting this geographic area. The MOA obligates the City of Fort
Worth, through its Police Department, to assign officers to ATF task force investigations and joint
operations on an as-needed basis.
Pursuant to the MOA, the City of Fort Worth is reimbursed for overtime salary costs and other costs, with
prior ATF approval, including but not limited to travel, fuel, training, and equipment incurred by the Fort
Worth Police Department in providing resources to assist the ATF in an amount of up to $19,000.00 per
year for five years. The MOA is a five-year agreement and will terminate at the close of business on
September 30, 2022. Indirect costs are not eligible for reimbursement. The City of Fort Worth is not
required to provide matching funds.
This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and the adoption of
the Fiscal Year 2017-2018 budget by the City Council to include the above referenced item, funds will be
available in the Fiscal Year 2018 Operating Budget, as appropriated, of the Grants Operating Other Fund.
Prior to expenditures being made, the Police Department has the responsibility to validate the availability
of funds.
