AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND, SUBJECT TO RECEIPT OF THE GRANT, IN THE AMOUNT OF UP
TO $100,000.00, FOR THE MAYOR'S CHALLENGE GRANT FROM BLOOMBERG
PHILANTHROPIES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund, subject to receipt of the grant, in the amount up to$100,000.00, for the Mayor's Challenge Grant from
Bloomberg Philanthropies.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22927-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Among Rising First, Second and Third Graders in the Fort Worth Independent School District and Adopt
Related Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the application for and acceptance of, if awarded, a Mayor's Challenge Grant from
Bloomberg Philanthropies in an amount up to $100,000.00 to develop and Implement a program to
improve reading skills among rising first, second and third graders in the Fort Worth Independent School
District;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of up to $100,000.00 subject to receipt of the Grant.
DISCUSSION:
Bloomberg Philanthropies hosts competitions for the Mayor's Challenge Grant, which is a competitive
process to apply for a grant that would help improve lives of citizens across the city. Bloomberg
Philanthropies hypothesizes that the most innovative solutions to problems come from leadership of city
leaders and community participation.
United States cities serving a population of 30,000 or more were invited to participate by submitting a
Letter of Intent. Being among the first 300 to submit a Letter of Intent, the City of Fort Worth was
guaranteed a visit from Bloomberg to host a one day workshop designed to help city leaders strengthen
idea development by drawing upon the expertise of the community. The one-day workshop was held on
September 5, 2017, with representatives from the Fort Worth Independent School District, Read Fort
Worth (formerly the Fort Worth Literacy Partnership), community non-profits and City staff.
Applications are due October 20, 2017. In January 2018, 35 Champion Cities will win up to $100,000.00
to test their idea and build local support. In March 2018, the Champion Cities will come together for an
intensive workshop with Bloomberg experts. In August 2018, Bloomberg will announce the Mayor's
Challenge winners. Champion Cities will refine their ideas after the testing phase and submit a more
detailed application focused on implementation, timelines, partners and more. A Grand Prize winner will
be awarded $5 million and four cities will each win $1 million to bring their ideas to life.
The goal of the Mayor's Challenge is to offer cities the opportunity to tackle the most pressing issues
facing the city today in a bold and creative way. Solutions should have the potential to change citizen
lives. The City of Fort Worth will develop and test a plan that addresses summer slide in support of the

overall city-wide initiative 100 x 25, meaning by 2025 all children in third grade will be reading at or above
their reading level. In 2016, only 3 out of 10 third grade students in the Fort Worth Independent School
District (FWISD) were reading at or above grade level. In partnership with community non-profits,
Summer Learning Association, Read Fort Worth and FWISD, the City of Fort Worth can capitalize on one
of its mainstream service offerings and maximize its effort to yield expected results working through
various city departments that offer some form of education programming. To address grade level reading,
the City will take a more expansive view to include Out-of-School Time programming, summer learning
offered by non-profits and city departments and afterschool programming funded partially by the Fort
Worth Crime Control and Prevention District (CCPD).
Indirect costs are allowed under this Grant and will be calculated based upon the final award.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of award and
adoption of the attached appropriation ordinance, funds will be available in the current operating budget,
as appropriated, of the Grants Fund. The City Manager's Office will be responsible for the collection and
deposit of funds due to the City. Prior to an expenditure being made, the City's Manager's office has the
responsibility to validate the availability of funds. This is an advance Grant.
