CITY COUNCIL WORK SESSION
OCTOBER 17, 2017

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:03 p.m. on Tuesday, Octobei 17, 2017, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street. Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the City Council agenda.
b. Upcoming and Recent Events
City Manager Cooke announced the following:
- Fort Worth Human Relations Commission 50th Anniversary Observance. Employees are
encouraged to celebrate the accomplishments of the Fort Worth Human Relations
Commission at a 50' anniversary observance, from 8:00-10:00 a.m. Friday, October 201h
on the plaza outside the A.D. Marshall Public Safety ztnd Courts Building, 1000
Throckmorton Street. The community celebration will include a design reveal for a new
Courts Building public art project that recalls a historic 196:5 demonstration at the same
site that led to the creation of the commission. A reception featuring breakfast fare from
food trucks and local eateries begins at 8:00 a.m., followed by a brief program that will
include remarks from Mayor Betsy Price.

2. Current Agenda Items - City Council Members
Council Member Bivens requested clarification on M&C C-28435, pertaining to the grant from
the Department of Justice and if there was any impact to the current Police staffing. Police Chief
Joel Fitzgerald responded tfLat the grant did not place any strain on Police manpower.
3. Responses to Items Continued from a Previous Week
There were no items continued from a previous week.
4. City Council Requests for Future Agenda Items and/or Reports
Mayor Pro tem Shingleto a requested staff provide information pertaining to the Handbill
Ordinance and possible amendments to the ordinance.
5. Presentation on Permits for Garage Sales - Dana Burghdoff, Planning and
Development
Ms. Dana Burghdoff, Planning and Development Department, provided a briefing on garage
sales permits and reviewed the permit challenges and regulations for garage sales. She provided
the following recommendations for Council consideration:
- Begin one-year trail of not enforcing permit requirement and communicate continued
enforcement of gara.;e sale regulations to neighborhoods
- Evaluate impact, if any, on compliance complaints
- If no impact, bring f:)rward ordinance amendment
6. Presentation on Proposed 2018 9% Housing Tax Credit Policy - Aubrey Thagard,
Neighborhood Services
Mr. Aubrey Thagard, Neighborhood Services Department, provided a staff report on tax credit
programs and the 2018 Housing Tax Credit Policy.

7. Briefing on Smoking Ordinance- Christa Reynolds, Law
Ms. Christa Reynolds, Law Department, reviewed the City's Smoking Ordinance and made staff
recommendations.
8. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
There being no further business, Mayor Price adjourned the City Council Work Session at
4:04 p.m.
