HomeMy WebLinkAboutResolution 4855-10-2017 A Resolution NO. 4855-10-2017 A RESOLUTION AUTHORIZING THE EXECUTION OF AN AMENDMENT TO AN ADVANCE FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR ROSEDALE CORRIDOR MANAGEMENT SYSTEM FROM FOREST PARK BOULEVARD TO OAKLAND BOULEVARD/MILLER AVENUE WHEREAS, A Master Funding Agreement between the City of Fort Worth ("Local Government") and the Texas Department of Transportation ("State") has been adopted and states the general terms and conditions for transportation projects developed through a Local Project Advanced Funding Agreement; and WHEREAS, the Texas Transportation Commission passed Minute Order 114027, dated August 28, 2014 that provides for the development of, and funding for, the implementation and activation of the Rosedale Corridor Management System ("Project") described herein; and WHEREAS, the City of Fort Worth and the State entered into an Advance Funding Agreement (City Secretary Contract No. 47522) for engineering, environmental, right-of-way, utilities and construction for the implementation and activation of traffic signal and communication system equipment on Rosedale Street from Forest Park Boulevard to Oakland Boulevard/Miller Avenue; and WHEREAS, the City of Fort Worth and the State desire to amend the Agreement to reference more current technological equipment; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH THAT: The City Manager or his designee is authorized to execute Amendment 1 to that certain Advance Funding Agreement referenced above, with the Texas Department of Transportation for engineering, environmental, right-of-way, utilities and construction for the implementation and activation of traffic signal and communication system equipment that will improve vehicle detection and communication to better manage traffic along the Rosedale Street corridor from Forest Park Boulevard to Oakland Boulevard/Miller Avenue. DISCUSSION: City council approved a resolution authorizing the execution of a Funding Agreement with the Texas Department of Transportation in the amount of$1,068,259.00 for the Rosedale Street Real-Time Corridor Management System between Forest Park Boulevard and Oakland Boulevard/Miller Avenue and the associated appropriation ordinance on December 15, 2015 (M&C C-27575, Ordinance No. 22017-12-2015 and Resolution No. 4559-12-2015). The Transportation and Public Works Department proposes to amend the Funding Agreement to facilitate a change in the project scope. The original Funding Agreement states that conduit and fiber optic cable will be installed for communications. Instead of conduit and fiber optic cable, the Transportation and Public Works Department would like to install 4G modems to provide communication. Texas Department of Transportation has amended the Funding Agreement for execution and has requested a new Resolution be adopted. There is no monetary change associated with this amended Funding Agreement. The project is in COUNCIL DISTRICTS 8 and 9. This contract will be with a governmental entity, state agency or public institution of higher education: (Texas Department of Transportation). FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that funds are available in the current budget of the Grants Capital Project Fund for this project. No fiscal impact is expected as a result of the recommended actions within this Mayor and Council Communication.
