Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:02 p.m. on Tuesday, October 10, 2017, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda There were no changes to the City Council Agenda. City Manager Cooke announced the following: b. Overview of Significant Zoning Cases (Dana Burghdoff, Planning and Development) Ms. Dana Burghdoff, Planning and Development Department, 5. Council Proposal No. 311 — Waiver of Festival Equipment Rental Fee for the Harambee Festival (Council Member Kelly Allen Gray and Council Member Gyna Bivens This is the second week that the Council Proposal has been on the agenda so Council can take action on it at the Council Meeting. Briefing on Public Art Master Plan Update and Fiscal Year 2018 Public Art Work Plan (Bill Campbell, Art Commission and Martha Peters, Arts Council of Fort Worth and Tarrant County) Mr. Bill Campbell, Art Commission, and Ms. Martha Peters, Arts Council of Fort Worth and Tarrant County, provided an update on the Public Art Master Plan and the Fiscal Year 2018 Public Art Work Plan. M&Cs authorizing the Arts Council Contract Renewal and to adopt the Fiscal Year 2018 Annual Public Art Work Plan will be on the October 17, 2017, Council Agenda. 7. Review of City Council Calendar for January - December 2018 (Mary Kayser, City Secretary) City Secretary Mary Kayser reviewed the Council calendar for January — December 2018. A resolution setting the calendar will be on the October 24, 2017, Council Agenda for action. 8. Briefing on Trailers on Neighborhood Streets (Douglas Wiersig, Transportation and Public Works) Mr. Doug Wiersig, Transportation and Public Works Department, updated the Council on parking trailers and commercial vehicles in residential areas. The consensus of the Council was to not make any changes at this time. 9. Presentation on Proposed Armour Hotel Economic Development Program Agreement(Michael Hennig, Economic Development) Mr. Michael Hennig, Economic Development Department, provided an overview of the proposed Armour Hotel Economic Development Agreement. The hotel will be located at the site of the former Armour Packing Plant with a $21 million capital investment for a 120 room hotel with a 4-star rating. The fagade will reflect the historical and architectural heritage of the Fort Worth Stockyards. This will be a 15-year Chapter380 EDPA with a total value not to exceed $1.0 million. 10. City Council Requests for Future Agenda Items and/or Reports Council Member Bivens — Report on diversity from the Economic Development Department; Development process and Neighborhood Empowerment Zone process; and how do we deal with unhealthy businesses coming into a district Mayor Price—update on smoke free ordinance Council Member Moon—Update on firefighter health care plan CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION OCTOBER 10, 2017 Page 5 of 5 11.
