With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:04 p.m. on Tuesday, October 24, 2017, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the City Council Agenda.
b. Upcoming and Recent Events
Reception for the Water Director Candidates, October 30, 2017.
c. Organizational Updates and Employee Recognition(s)
Assistant City Manager Fernando Costa recognized the Stormwater Management Division for
their work that led to the City receiving the 2017 community Spotlight Award from the Greater
Fort Worth Builders Association.

1. IR 10060: August 2017 - Sales Tax Update
2. IR 10061: PerformanceSTAT Program Overview
2. Current Agenda Items - City Council Members
Council Member Moon requested that M&C G-19148 be continued until November 7, 2017.
Council Member Shingleton requested that M&C G-19146 be removed from the Consent
Agenda for individual consideration.
3. Responses to Items Continued from a Previous Week
There were no items continued from the previous week.
4. Update on Development Process Improvements - Fernando Costa, City Manager's
Office
Assistant City Manager Costa provided a 60-day Update on Development Process
Improvements. He reviewed the issues and discussed the steps taken to fix the issue. The steps
include: adding staff, improving technology and process improvements and Mr. Costa outlined
the progress on each of these items. There will be an IR on the second Tuesday of each month
starting with November 14, 2017. The next City Council briefing will be December 12, 2017.
5. Briefing on Firefighter Healthcare Proposal - David Cooke, City Manager
City Manager David Cooke and Michael Glynn, President of Fire Fighters Local 440 and
presented a briefing on the proposal for a separate Firefighter Healthcare plan. Mr. Cooke
briefed the Council on what has to be in place for this proposal to go forward. Mr. Glynn
described the elements of the plan and plan design.
6. City Council Requests for Future Agenda Items and/or Reports
Council Member Jordan—lack of cell service in some neighborhoods.
Council Member Bivens—report on railroad quiet zones
Council Member Byrd — impact of implementing the Commander position in the Police
Department(briefing on November 7, 2017)
Council Member Moon—update on use of collection software by departments
Mayor Price—workshop on homelessness and affordable housing with all the entities involved.

7. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
Mayor Price indicated that there was no need for an Executive Session.
There being no further business, Mayor Price adjourned the City Council Work Session at
4:59 p.m.
