CALL TO ORDER With a quorum of the City Council Members present, Mayor Price called the regular session of the Fort Worth City Council to order at 7:04 p.m. on Tuesday, October 24, 2017, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. INVOCATION—Reverend Jessica Vacketta,University Christian Church The invocation was provided by Reverend Jessica Vacketta, University Christian Church. III. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF TEXAS The Pledges of Allegiance to the United States of America and the State of Texas were recited. IV. CONSIDERATION OF MINUTES OF THE CITY COUNCIL WORK SESSION AND REGULAR MEETING OF OCTOBER 17, 2017 Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Zadeh, that the minutes of the City Council Work Session and Regular meeting of October 24, 2017, be approved. Motion passed 8-0, Council Member Allen Gray absent. V. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA City Manager Cooke requested that Mayor and Council Communication G-19146 be removed from the Consent Agenda for individual consideration. M&C G-19145 - Adopt Ordinance No. 22972-10-2017 Amending Chapter 20, Licenses and Miscellaneous Business Regulations, Article X Minority and Women Business Enterprises, Section 20-366 of the City Code, to Revise Definitions of Principal Place of Business and Significant Business Presence (ALL COUNCIL DISTRICTS) Mr. Joseph Breedlove, 400 Canyon Creek Trail, appeared before Council in support of Mayor and Council Communication G-19145. 4. M&C G-19147 - Adopt Supplemental Appropriation Ordinance No. 22973-10-2017 Increasing Fiscal Year 2017 Estimated Receipts and Appropriations in the Alliance Maintenance Facility Fund in the Amount of $1,800,000.00 to Fund Contractual and Electricity Expenditures (COUNCIL DISTRICT 7) C. M&C C-28442 - Authorize Execution of a Communications System Agreement with the City of White Settlement for Participation in the City of Fort Worth's Public Safety Radio System for Use as a Backup System at No Cost to the City of Fort Worth (ALL COUNCIL DISTRICTS) 2. M&C C-28443 - Authorize Execution of a Communications System Agreement with the City of Willow Park for Participation in the City of Fort Worth's Public Safety Radio System for Interoperable Communications in Mutual Aid or Other Multi-Agency Operations at No Cost to the City of Fort Worth (ALL COUNCIL DISTRICTS) 3. M&C C-28451 - Authorize Professional Services Agreement with Dr. Monica Azzolini, DVM for Veterinary Services for the Code Compliance Department in an Amount Not to Exceed $120,000.00 for Fiscal Year 2018 (ALL COUNCIL DISTRICTS) 11. M&C C-28452 - Authorize Professional Services Agreement with PetVet Relief Services, PLLC, Dr. L. Motion passed 8-0, Council Member Allen Gray absent. IX. SPECIAL PRESENTATIONS, INTRODUCTIONS, ETC. 1. Presentation by Kids Who Care, Inc. Ms. Deborah Jung, Executive Director, Kids Who Care, Inc., gave a brief introduction of the musical theatre group, and they performed a song for the City Council. X. ANNOUNCEMENTS BY CITY COUNCIL MEMBERS AND STAFF 1. Upcoming and Recent Events Mayor Price, Mayor Pro tem Shingleton, and Council Members Flores, Jordan, and Zadeh announced upcoming and recent events within the City and various Council districts. 2. Recognition of Citizens There were no recognition of citizens. 3. Approval of Ceremonial Travel There was no approval of ceremonial travel. XI. PRESENTATIONS BY THE CITY COUNCIL 1. Changes in Membership on Boards and Commissions Motion: Council Member Bivens made a motion, seconded by Council Member Zadeh, that Mr. Mike Dean be reappointed to Place 5 on the Aviation Advisory Board effective, October 24, 2017, and with a term expiring October 1, 2019. Motion passed 8-0, Council Member Allen Gray absent. XII. PRESENTATIONS AND/OR COMMUNICATIONS FROM BOARDS, COMMISSIONS AND/OR CITY COUNCIL COMMITTEES There were no presentations and/or communication from boards, commissions, and/or City Council committees. A Resolution of the City Council of the City of Fort Worth, Texas, Setting the Regularly Scheduled City Council Work Sessions and City Council Meetings for the Months of January 2018 Through December 2018 Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Byrd, that Resolution No. 4857-10-2017 be adopted. Motion passed 8-0, Council Member Allen Gray absent. XIV. REPORT OF THE CITY MANAGER 1. M&C G-19148 - Adopt Ordinance Amending Chapter 2.5, Retirement, Article I, Employees' Retirement Fund, of the City Code to Modify the Calculation of the Interest Rate (ALL COUNCIL DISTRICTS) Motion: Council Member Moon made a motion, seconded by Council Member Flores, that Mayor and Council Communication G-19148 approved and Ordinance No. 22977-10-2017 be adopted. Motion passed 8-0, Council Member Allen Gray absent. 2. M&C G-19149 - Adopt Policy for Review of Applications to the Texas Department of Housing and Community Affairs for Noncompetitive 4% and Competitive 9% Housing Tax Credits and Commitments of Development Funding (ALL COUNCIL DISTRICTS) It was the consensus of the City Council that Mayor and Council Communication G-19149 be continued to the November 7, 2017, Council meeting. C. Purchase of Equipment, Materials, and Services 1. M&C P-12117 - Authorize Purchase Agreement with Roach Howard Smith & Barton, Inc., for Workers' Compensation Excess Insurance Broker and Consulting Services for the Human Resources Department in an Amount Up to $239,000.00 for an Initial Three-Year Term (ALL COUNCIL DISTRICTS) Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Flores, that Mayor and Council Communication P-12117 be approved. M&C P-12118 - Authorize Execution of a Contract with Sportscapes Construction LLC, Using The Interlocal Purchasing System Cooperative Contract for the Conversion of the Sycamore Park Tennis Courts Into a Synthetic Turf Soccer Field in the Amount of $145,895.00 (COUNCIL DISTRICT 8) Motion: Council Member Bivens made a motion, seconded by Council Member Zadeh, that Mayor and Council Communication P-12117 be approved. Motion passed 8-0, Council Member Allen Gray absent. F. Award of Contract 1. M&C C-28453 - Authorize Execution of a Five-Year Tax Abatement Agreement with Genoveva Pinzon Villanueva for the Rehabilitation of a Single-Family Dwelling Located at 3700 Avenue I in the Polytechnic/Wesleyan Neighborhood Empowerment Zone (COUNCIL DISTRICT 8) Motion: Council Member Bivens made a motion, seconded by Council Member Zadeh, that Mayor and Council Communication C-28453 be approved. Motion passed 8-0, Council Member Allen Gray absent. 2. M&C C-28454 - Authorize Execution of a Community Facilities Agreement with Crowley 96 LLC, in the Amount of$1,359,708.48 with City Participation in an Amount Not to Exceed $166,964.29 for the Construction and Oversizing of 1,577 Linear Feet of 10-Inch Sewer Main to 36-Inch Sewer Main East and West of McCart Ave and North of Old Cleburne Crowley Road in the City of Fort Worth and its ETJ (COUNCIL DISTRICT 6) Mr. Brad Childers, 6221 Southwest Boulevard, Suite 100, completed a speaker card in support of Mayor and Council Communication C-28454 and was recognized by Mayor Price but did not wish to address Council. Motion: Council Member Jordan made a motion, seconded by Council Member Bivens, that Mayor and Council Communication C-28454 be approved. Motion passed 8-0, Council Member Allen Gray absent. XV. CITIZEN PRESENTATIONS Mr. Bob Willoughby, 6731 Bridge Street #125, appeared before Council relative to red light camera enforcement. CITY OF FORT WORTH, TEXAS REGULAR CITY COUNCIL MEETING OCTOBER 24,2017 Page 8 of 8 Ms. Dianna Wilson, 5816 Village Course Circle #326, appeared before Council relative to strap metal and police issues in East Fort Worth. Mr. Gerald Banks, Sr., 6861 Routt Street, completed a Citizen Presentation card relative to the Craig family and his wrongful arrest and was recognized by Mayor Price but was not present in the Council Chamber. XVI. EXECUTIVE SESSION (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) XVII.
