Available resources within the General Fund will be used to provide interim financing until debt is issued. Once debt associated with the project is sold, bond proceeds will reimburse the General Fund, in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-2014) and subsequent events taken by the Mayor and City Council. Streetscape projects such as this typically have a higher long-term basic maintenance cost than standard street projects because of additional landscaping and paving details. The Park and Recreation Department has estimated an annual budget impact for this project could average $5,400.00 per 1/10th mile (block), depending upon the extent of landscape improvements. Freese and Nichols, Inc., agrees to maintain its initial DBE commitment of 14 percent that it made on the original Agreement (CSC No. 46981) and extend and maintain the same DBE commitment of 14 percent to this first amendment.
