This Informal Report is in response to the Council's request to receive a monthly update on
development activity within the City and the measures staff are working on to improve the
development process. Staff will generate a monthly report to keep the Council informed of the
volume of development activity, process improvements and outline staff's performance in
implementing changes and improving the delivery of plan review and permits. The monthly report
will consist of metrics associated with Building Permits, Infrastructure, Stormwater Development,
and Water Development Plan review. It will provide updates on continuous development process
improvement efforts. The first Fort Worth Development Activity report is attached for your use
and information. The following are highlights for the month of October:
Building Permits
• From September 2017 to October 2017 new commercial permits issued
increased approximately 55%.
• A total of 976 permits were issued in October 2017 compared to 1038 issued in
October of 2016 down 3.6 %.
• Year to date new single family permits are already up to 114% of last CY 2016
total. YTD is 3,947 permits versus 3450 for all of CY 2016.
Customer Service
• Overall Customer Service Satisfaction was 83% Positive or Very Positive for
September 2017 and was down slightly to 81% for October 2017.
• Percentage of Customers who thought staff was Extremely Helpful, Very Helpful
or Somewhat Helpful increased from 93% in September 2017 to 96% in October
2017.
Plan Review
• On November 7, 2017 the review times were as follows:
Days to first review Commercial Plans Actual 14 Days Goal 7 Days
Days to first review Residential Plans Actual 13 Days Goal 7 Days
• The Walk-In Commercial Plan Review Center is scheduled to have a soft
opening Monday November 13, 2017.
Infrastructure Plan Review
• Infrastructure Plan Review Center (IPRC) reviewed 100% of the plans submitted
within the 14 day goal time frame during October.
Community Facility Agreements (CFA)
• The first projects are making their way through the new IPRC/CFA process and
initial response times are encouraging but the data is incomplete and only one
small project has made it to completion of a CFA. A total of 31 projects are in the

new review process and we anticipate a better data set for reporting for the
December report.
Hiring
• Planning and Development has made offers on all 14 new positions and is
working to reduce the 21 vacant positions by December 31 .
• Transportation and Public Works has completed a reorganization to target
resources to the development process. 2 vacant positions are currently in the
hiring process.
• Water also has completed a reorganization and has hired one position and is in
the hiring process for a second position.
• Parks and Recreation has one position in interview process and one advertised.
Technology
• Initial Dashboard for the Planning and Development website improvements to be
posted in November.
• Work continues on scoping the Integrated Development Database for
coordination and transparency of the Infrastructure Plan Review, Community
Facilities Agreements and Construction Inspections and project close out for
privately funded developer led installation of public infrastructure tied to
development.
Development Process Improvements
• Negotiating a contract for the rewrite of the Community Facilities Agreements
policy. Contract to be executed by December 31 , 2017.
• The new Development Advisory Committee met on Thursday October 19, 2017.
