Page 1 of 2 G�,ens�43 4 SUBJECT: SIDEWALKS — INSTALLATION AND SPECIAL CONDITIONS ro. zrn FOR WAIVER raja The purpose of this informal report is to provide information on the City's requirements for installation of sidewalks in association with new development and redevelopment and the special conditions under which sidewalk installation may be waived. The installation of sidewalks, is primarily governed in the City's Policy for Installation of Community Facilities (CFA's) updated in 2001. Included in these regulations is the ability to waive the installation of sidewalks if special conditions make sidewalk construction infeasible, unnecessary or undesirable.The waiver request is made to and decided by the Transportation and Public Works Director. In assessing conditions which make sidewalk construction infeasible, unnecessary or undesirable the characteristics of the area are reviewed and include items such as: • Level of build-out of existing development and presence of existing sidewalks • Physical obstructions that would make it difficult to construct sidewalks and create undesirable conditions —steep/open drainage ditches, large trees that would need to be removed, available space to locate the sidewalk with separation from the travel lane. • Whether or not the sidewalk segment will be used — located in area that leads to no destinations • Type of roadway and/or roadway condition — major roadway with no curbs, on roadway that will be improved and new sidewalk would be removed as part of improvement • Level of redevelopment that is occurring-projected to occur in the area. • Potential impact to activity uses —schools, transit, parks, community centers, retail uses. In reviewing the area characteristics and applying the conditions to install or not install new sidewalks as part of development activity, the following illustrate the decision making process and application: • An existing developed area, residential or commercial, and no existing sidewalks —the proposed new development is one of the last parcels of property to be developed - a new segment of sidewalk would not be practicable since other segments are not projected to be constructed and access would be restricted. A waiver request would be granted under these conditions. • An existing developed single family residential area with no existing sidewalks where a home site is being redeveloped and other sites have been previously redeveloped and no new sidewalks exist—a new segment of sidewalk would not be practicable since other segments do not exist and other redevelopment activity will not likely occur. A waiver request would be granted underthese conditions. If previous redevelopment activity occurred and sidewalks were installed and other redevelopment activity is projected to occur, sidewalks would be required to be installed. • New development is occurring along a roadway that is planned to be reconstructed or expanded and the location of the new sidewalks would not match the final location of the improved roadway, a waiver would be granted since the new sidewalk segment would not be a long-term improvement. If pedestrian activity currently exists or is projected to occur, sidewalks would be required to be installed even though they would be reconstructed with the new roadway improvements.
