AMENDMENT No.3 CONTRACT NO,
TO CITY SECRETARY CONTRACT
WHEREAS, the City of Fort Worth (CITY) and RJN Group, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No.28082 ,
(the CONTRACT) which was authorized by M&C C-19234 on the 10th day
of September, 2002 in the amount of $399,527 .00; and
WHEREAS, the CONTRACT was subsequently revised by: Amendment
No. 1 in the amount $96,083.00 which was authorized by M&C C-
19886 on August 12 , 2003 and Amendment No. 2 in the amount of
$39 ,010 .75 administratively authorized May 20, 2015; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Wholesale Customer Wastewater Meter Station Site Selection;
and Design -Edge Cliff Meter Station; and
WHEREAS, it has become necessary to execute Amendment No.3 to
the CONTRACT to include an increased scope of work and revised
fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and
through their duly authorized representatives, enter into the
following agreement, which amends the CONTRACT:

Article I of the CONTRACT is amended to include the
additional engineering services specified in a proposal dated
September 29, 2017, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional design
services to be performed by Engineer totals $49, 977 .25 .
2 .
Article II of the CONTRACT is amended to provide for an
increase in the fee to be paid to Engineer for all work and
services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall be an
amount of $584 ,598 .00.

All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

RE: Contract Amendment No. 3—Edgecliff Village Revised Meter Station Design Plan
Mr. Sauceda:
The RJN Group, Inc. (RJN)has performed additional Professional Engineering Services for this
project which addresses the provision of additional City authorized design services for the Town
of Edgecliff Village Wholesale Customer Wastewater Meter Station. Due to existing hydraulic
grade issues on the Edgecliff Village owned segment of M-283 located under the previously
named Missouri and Kansas railroad line(now the Union Pacific railroad(UPRR)),the final
wholesale meter station site was required to be located east the UPRR line which divides the City
of Fort Worth from Edgecliff Village.
This amendment specifically addresses the provision of engineering and subcontracting services
for the sighting and preliminary design of the third(3rd)proposed meter site location and the
initial planning for the fourth(4th)proposed meter station site location that had to be pursued on
this project due to the impacts of hydraulic grade busts in the existing pipeline as noted above and
the localized floodplain and floodway impacts of the West Branch of Sycamore Creek.
Supplemental Project Activities Conducted Associated with Amendment Request
Amendment No. 3 to the above reference professional services project addressed the required
reconfiguration of existing M-216* and M-283 piping east of the railroad associated with
proposed meter site number three. The third(3rd)meter site was a relatively shallow, compressed
footprint,meter station design that was located in the floodway of the West Branch of Sycamore
Creek; as a result,the design of a metering facility at this site required the placement of the meter
station controls and solar panel power supply equipment outside of the floodway. They were
proposed inside of an existing Argos-US concrete batch plant off old Hemphill Road. RJN
conducted preliminary negotiations and design coordination with local Argos officials to site
those meter station controls within the plant property.
One of the critical design elements RJN had to address to make this meter site alternative viable
was to design a floodwall gate into the stacked concrete block floodwall surrounding the existing
concrete plant property.
Preliminary plans were produced and submitted to the City for concurrence and authorization to
proceed with final design at this location. RJN staff met with Chris Harder in the field to review

this proposed meter site location and it was ultimately not approved due to long term access
concerns for Field Operations personnel. During that site visit,RJN staff and Mr.Harder
investigated a fourth(41)location. This site was determined to be the final site location for the
proposed meter station.
The fourth(4"')meter station location was set on the east side of the West Branch of Sycamore
Creek on the high bank of the creek and adjacent to the Tarrant Regional Water District's 96-inch
raw water line easement. Because of its' unique location in a very active floodplain,this meter
station required substantive additional engineering services to address site access,limited right-
of-way(easement)space and restrictions,constructability,a major sewer line creek crossing,poor
system hydraulics and existing sewer system surcharging impacts.
More specifically,this meter station location design required the extension of 250 LF of 18-inch
sanitary sewer in a 30-inch casing pipe installed by trenchless construction methods to relocate
the current Edgecliff Village point of entry into the City of Fort Worth collection system. This
meter site increased the overall depth and size of the meter station structure to approximately 26.5
feet and the meter vault footprint expanded from a 6-ft by 6-ft cast in place vault to an 8-ft by 8-ft
cast in place vault. Due to floodplain concerns the meter station controls had to be placed on a
raised structural platform and be constructible without encroaching on the existing TRWD raw
water line easement. This site restriction significantly impacted our ability to make alignment
adjustments(several alternatives were analyzed)to the meter station piping in order to improve
the overall meter station hydraulics from low flow to downstream surcharging events on M-283.
Polymer manholes were selected for the siphon structures located upstream and downstream of
the new meter vault.
The purpose of this amendment request is to address costs associated with the additional work
performed and described in detail on this project to date as noted above. The additional work was
performed during the third and fourth alternative development and site selection processes
conducted for the proposed City of Fort Worth wastewater meter station to serve the Town of
Edgecliff Village(ECV). Additionally,this amendment request also incorporates new
engineering fees required for completing the station design due to the new design plan and
revised meter station location in the 100-year floodway and floodplain boundaries.
The table below summarizes the cost recovery amounts being sought to address the amendment
items worked on and discussed above.

The proposed M/WBE/SBE services noted above represents a twenty-two and one half percent
(22.51%) commitment level to the project costs associated with Amendment No. 3. Contract
Amendment No. 3 represents approximately nine point three-five percent(9.35%) increase in the
total project contract value.
Therefore,we are requesting Contract Amendment No. 3 to the Edgecliff Village Meter Station
Improvements Project Agreement be approved in the amount of$49,977.55.
