Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:04 p.m. on Tuesday, November 7, 2017, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda M&C C-28468 will be withdrawn from consent to correct the funding sources table. M&C G-19156 will be withdrawn for the agenda entirely. b. Upcoming and Recent Events FWISD's Children's Honor Choir will perform prior to the Council meeting. c. Organizational Updates and Employee Recognition(s) Theresa Ewing, Municipal Courts Director announced Municipal Courts Week. The City of Fort Worth received the Community of the Year Award from the Texas Chapter of the American Planning Association. Robert Sturns, Economic Development Director, announced the various awards the Pinnacle Place project has won: • 2017 Aurora Award for Best Mixed-Use Project: The Silver Award was won by the Lancaster Corridor Redevelopment LLC, Jordan Foster Construction, and JHP Architecture for Pinnacle Bank Place. • 2017 Engineering News-Record (ENR)Texas & Louisiana Award of Merit- Residential & Hospitality: Another recognition received by the Lancaster Corridor Redevelopment LLC and Jordan Foster Construction for the Pinnacle Bank Place project. Informal Reports 1. IR 10062: Crime on the Trinity Trail System 2. IR 10063: Update on 2018 Housing Tax Credit Policy (M&C G-19149) 2. Current Agenda Items - City Council Members No items discussed. 3. Responses to Items Continued from a Previous Week a. M&C G-19149 - Adopt Policy for Review of Applications to the Texas Department of Housing and Community Affairs for Noncompetitive 4% and Competitive 9% Housing Tax Credits and Commitments of Development Funding (ALL COUNCIL DISTRICTS) (Continued from October 24, 2017 by Staff) This item will move forward with an amendment. 4. Overview of Significant Zoning Cases — Dana Burghdoff, Planning and Development Department 5. Briefing on Steams and Valleys Strategic Plan— Stacy Pierce, Streams and Valleys Ms. Stacy Pierce, Streams and Valleys, updated the Council on the Streams and Valleys Strategic Plan process and progress. 6. Presentation on Fort Worth Arts Economic Prosperity Study - Fernando Costa, City Manager's Office and Randy Cohen, Americans for the Arts Assistant City Manager Fernando Costa, City Manager's Office, introduced Mr. Randy Cohen, Americans for the Arts. Mr. Cohen reviewed the Americans for the Arts report "Arts and Economic Prosperity 5". He reviewed the economic impact of the arts nationwide and specifically here in Texas. Briefing on Coleman/3e Report Update - Valerie Washington, City Manager's Office Assistant City Manager Valerie Washington, City Manager's Office, and Police Chief Joel Fitzgerald reviewed the background of the Coleman Report and the 3e Report. A scorecard has been developed to track the progress of the recommendations. Chief Fitzgerald reviewed the initiatives that have come out of the reports. 8. Briefing on Police Department Commander Positions - Chief Joel Fitzgerald, Police Assistant City Manager Valerie Washington described how the Commander position was negotiated during the meet and confer process. Chief Joel Fitzgerald, Police Department, briefed the Council on the addition of the Commander position. He described the benefits, noted there was no budgetary impact to the general fund. An M&C creating the Commander position and increasing the authorized strength of the Police Department will be on the November 14, 2017, Council agenda for action. 9. City Council Requests for Future Agenda Items and/or Reports Council Member Moon—Firefighter health insurance update. Council Member Jordan — NTTA and COG Transportation funding update and an update on gateway signage. Council Member Bivens—Report on foreclosed properties purchased but not brought up to code. Mayor Price ..-- Report on regional use of the Bob Bolen Public Safety complex and revenue generated. 10. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) There being no further business, Mayor Price adjourned the City Council Work Session at 6:14 p.m. These minutes approved by the Fort Worth City Council on the 14th of November, 2017.
