AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE AMOUNT OF$577,935.00 IN THE LAKE WORTH GAS LEASE CAPITAL PROJECTS
FUND, FROM AVAILABLE FUNDS, FOR WATERCRESS LOW PRESSURE SANITARY
SEWER IMPROVEMENTS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the amount
of$577,935.00 in the Lake Worth Gas Lease Capital Projects Fund,from available funds,for Watercress Low
Pressure Sanitary Sewer improvements.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22928-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of an Engineering Agreement with Baird, Hampton & Brown, Inc., in the Amount of
$467,935.00 for Watercress Low Pressure Sanitary Sewer Improvements Located in the South Lake Worth
Neighborhood, Provide for Additional Project Costs for a Project Total in the Amount of$577,935.00 and
Adopt Appropriation Ordinance (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Lake Worth Gas Lease Capital Projects Fund in the amount of$577,935.00; and
2. Authorize the execution of an Engineering Agreement with Baird, Hampton & Brown, Inc., in the
amount of$467,935.00 for Watercress Low Pressure Sanitary Sewer Improvements (City Project No.
101002)
DISCUSSION:
In January 2007, the City Council adopted the Lake Worth Capital Improvements Implementation Plan.
The plan included a number of water and sewer projects designed to provide Fort Worth Water
Department services to areas around Lake Worth previously served by wells and septic systems. To date,
projects have been completed to provide water/sewer service to the Landmark/Quebec and Woodvale
areas and water service has been provided along Watercress Drive. The Casino Beach Lift Station along
with water and sewer improvements in Love Circle are in the final stages of construction. M&C C-28352
was approved by the City Council on August 29, 2017 for the design of water line extensions into streets
previously held in the City of Lakeside's Certificate of Convenience and Necessity.
This project will provide for the future installation of a low pressure sanitary sewer system and individual
grinder pumps as indicated on the follow streets:

In addition to the contract amount, $110,000.00 is required for project management, real property
acquisition, utility coordination and material testing.
This project will have no impact on the Water Department's operating budget when completed.
M/WBE OFFICE: Baird, Hampton and Brown, Inc., is in compliance with the City's BDE Ordinance by
committing to 25 percent SBE participation. The City's SBE goal on this project is 10 percent.
Design for Watercress Drive Low Pressure Sewer will commence in December 2017 and be completed by
July 2018. Construction will commence in November 2018 and to be completed by November 2019.
The project is located in COUNCIL DISTRICT 7.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Lake Worth Gas Lease Capital Projects Fund. The Lake Worth Gas Lease Capital Projects Fund will
have an available balance of$3,410,496.00 for future capital projects after this transfer.
