CITY COUNCIL WORK SESSION
NOVEMBER 14,2017

With a quorum of the City Council Members present, Mayor Pro tem Shingleton called the Fort
Worth City Council Work Session to order at 3:09 p.m. on Tuesday,November 14, 2017, in City
Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth,
Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the City Council Agenda.
b. Upcoming and Recent Events
Stripling Middle School Choir will perform this evening beginning at 6:30 p.m. in the Council
Chamber.
The CCPD meeting scheduled for Thursday,November 16, 2017, has been cancelled and will be
rescheduled for a later date.
Trinity Park Expansion and Trail Drive Extension Groundbreaking will be on Tuesday,
November 17, 2017, at 3:00 p.m. near the Farrington Field parking site.
This is the last Council meeting in November before the Thanksgiving break. The next Council
meeting will be December 5, 2017. Most City offices, including City Hall, will be closed
Thursday, November 23, 2017, and Friday, November 24, 2017, for the Thanksgiving holiday.
Emergency services will be available as usual. Check the City's website for additional
information and garbage pickup schedules.

The Annual Firefighter's Thanksgiving Dinner will be on Thursday, November 23, 2017, from
11:30 a.m. to 1:30 p.m. at the Fort Worth Club. Council Members are invited to attend.

1. IR 10064: Amendment to Tax Abatement Agreement with Andrews Distributing
Company of North Texas, LLC to Extend the Completion Deadline

Extend the Completion Deadline

4. IR 10067: Sidewalks - Installation and Special Conditions For Waiver

Assistant City Manager Jay Chapa provided information on M&C G-19165.
Assistant City Manager Fernando Costa provided information on M&C C-28483.
3. Responses to Items Continued from a Previous Week
Mayor Pro tem Shingleton advised that he was ready to move forward on Zoning Docket No.
ZC-17-090.
4. Proposed FY2018 Federal Legislative Program (T.J. Patterson, Governmental
Relations and Kasev Pipes, Corley Pipes Consulting)
Mr. T.J. Patterson, Governmental Relations Liaison, City Manager's Office, introduced Mr.
Kasey Pipes from Corley Pipes Consulting and advised that if the Council approved the FY2018
Federal Legislative Program, a resolution would be prepared for the Council's final approval at
the December 12, 2017, Council meeting.

5. Briefing on Affordable Housing Education and Update on Public Housing
Redevelopment (Mary-Margaret Lemons, Fort Worth Housing Solutions)
(Council Member Bivens left the meeting and did not return.)
Ms. Mary-Margaret Lemons, Fort Worth Housing Solutions, briefed the Council on affordable
housing and provided an update on the relocation plan for Butler residents.
6. Briefing on Land Uses Requiring State Environmental Permits (Randle Harwood,
Planning and Development and Christa Reynolds, Law)
Mr. Randle Harwood, Planning and Development Department, and Assistant City Attorney
Christa Reynolds, Law Department, provided an overview of the Texas Commission on
Environmental Quality State major permitting areas of: Stormwater; Air Quality; Petroleum
Storage Tanks; State Permit Process; and Role of Zoning.
7. Briefing on Preliminary FY17 Year End Results (David Cooke, City Manager)
City Manager David Cooke presented the Fiscal Year 2017 Financial Review.
8. City Council Requests for Future Agenda Items and/or Reports
Council Member Moon requested staff provide a review of the City's allocation of sales tax and
property tax over a three to five-year period.
9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
There being no further business, Mayor Price adjourned the City Council Work Session at
5:00 p.m.
