I. CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular session of
the Fort Worth City Council to order at 7:06 p.m. on Tuesday, November 14, 2017, in the City
Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.

Motion: Council Member Jordan made a motion, seconded by Council Member Byrd, that
the minutes of the City Council Work Session and Regular meeting of November 7,
2017, be approved. Motion passed 8-0, Council Member Bivens absent.

Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Jordan,
that Zoning Docket ZC-17-090 be denied to change from `B" Two Family to
"PD/E" Planned Development/Neighborhood Commercial, and be approved to
change from "CF" Community Facilities to "PD/E" to exclude indoor amusement,
drive-thru restaurant, convenience store, liquor store with dumpster location in
building, with waivers for parking, landscaping and setbacks, and with site plan
required. Motion passed 8-0, Council Member Bivens absent.
The Notice of Special Hearing set today as the date for the hearing in connection with
recommended changes and amendments to Zoning Ordinance No. 13896 and that notice of the
hearing had been given by publication in the Fort Worth Star-Telegram, the official newspaper
of the City of Fort Worth, on October 27, 2017.
Mayor Price opened the public hearing.
2. SP-17-016 - (CD 8) - Vertex Asset Partners LP, 2942 South Riverside
Drive/3097 Yuma Street; From: PD 1124 "PD/UR" Planned Development for
all uses in "UR" Urban Residential for 272 multifamily units with 4 stories and
height limited to 50 ft. and waivers to two design standards: 1) the depth of the
facade variations and 2) maximum entry distance of 125 ft.; site plan approved
To: Amend PD 1124 site plan for waiver to front yard setback greater than 20
ft. to Riverside Drive; site plan included (Recommended for Approval by the
Zoning Commission)
Motion: Council Member Allen Gray made a motion, seconded by Council Member
Zadeh, that Site Plan SP-17-016 be approved. Motion passed 8-0, Council
Member Bivens absent.

There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining Zoning Ordinance No. 13896 for the above-listed cases,
Council Member Allen Gray made a motion, seconded by Council Member Zadeh, that the
hearing be closed and Ordinance No. 23004-11-2017 be adopted. Motion passed 8-0, Council
Member Bivens absent.
XVII. CITIZEN PRESENTATIONS
Mr. Bob Willoughby, 6731 Bridge Street#125, appeared before Council relative to a foreclosure
properties and zoning.
Ms. La Sondra Huggins, 8504 Ohara Lane, completed a Citizen Presentation card relative to the
mayoral candidate 2020 and was recognized by Mayor Price but was not present in the Council
Chamber.
Mr. Isaiah Smith, P.O. Box 163411, appeared before Council relative to the City's strategy for
ending homelessness through transportation methods.
Mr. Gerald Banks, Sr., 6861 Routt Street, appeared before Council relative to equality, justice,
and the rights of all citizens residing in the City of Fort Worth.
Mr. Randolph Rogers, 10312 Stoney Bridge Court, completed a Citizen Presentation card
relative to water bill changes and smart meters and was recognized by Mayor Price but was not
present in the Council Chamber.
