HomeMy WebLinkAboutResolution 4866-12-2017 A Resolution NO. 4866-12-2017 A RESOLUTION AUTHORIZING THE EXECUTION OF AN ADVANCE FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION IN THE AMOUNT OF $146,000 INCLUDING CITY MATCHING FUNDS OF $29,200 FOR PROCUREMENT AND INSTALLATION OF TRAFFIC SIGNAL COMMUNICATION EQUIPMENT AT VARIOUS LOCATIONS CITYWIDE WHEREAS, the 2017-2020 Transportation Improvement Program ("TIP") and the Statewide Transportation Improvement Program ("STIP"), administered by the Texas Department of Transportation, provides funding for programs and projects that increase the safety and security of the transportation system for motorized and nonmotorized users; and WHEREAS, the City of Fort Worth applied for, and was awarded funding for the Installation of Communications Equipment at 33 Locations (the "Project) through the TIP and STIP programs; and WHEREAS, the Project is estimated to cost $146,000.00 including City participation in the amount of $29,200.00; and WHEREAS, the City of Fort Worth desires to enter into an Advance Funding Agreement with the Texas Department of Transportation for the division of costs and responsibilities associated with the procurement and installation of the Project; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH THAT: The City Manager or his designee is authorized to execute an Advance Funding Agreement with the Texas Department of Transportation in the amount of $146,000 including the City's $29,200.00 share of the costs and responsibilities associated with the procurement and installation of the Traffic Signal Communications Equipment at 33 Locations throughout the City. Adopt the attached resolution authorizing execution of a Local Transportation Project Advance Funding Agreement with the Texas Department of Transportation in the amount of$146,000.00 including $29,200.00 in City local matching funds for design and construction, for the purchase and installation of Traffic Signal Communication Equipment for the Regional Traffic Signal Retiming Project; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Capital Projects Fund for a total amount of$116,800.00. DISCUSSION: On January 27, 2015, the City Council approved an Inter-local Agreement with NCTCOG (M&C G-18397) for signal retiming along nine arterial corridors as part of the Regional Traffic Signal Retiming Project. Unfortunately, due to lack of communication equipment at some of these signalized intersections and inability to keep the internal clocks from drifting, there has been a loss of synchronization along some of these corridors. Additionally, there will be independent City costs in the amount of$30,800.00 for project management and inspection and testing separate from the Funding Agreement to minimize State charges. The table below itemizes the City's matching and independent costs for this project. The total project cost is $176,800.00. This equipment purchase and installation is part of the existing Regional Traffic Signal Retiming Project. A portion of this project will include 2014 Bond Funds. Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued. Once debt associated with this project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official intent to reimburse, that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-2014) and subsequent action taken by the Mayor and City Council. Approval of this Mayor and Council Communication will authorize $60,000.00 in 2014 Bond program funds for Traffic Signals as the City's funding contribution for the purchase and installation of signal communication equipment This contract will be with a governmental entity, state agency or public institution of higher education: Texas Department of Transportation.
