Kayser, City Secretary With a quorum of the City Council Members present, Mayor Pro tem Shingleton called the Fort Worth City Council Work Session to order at 3:00 p.m. on Tuesday, December 5, 2017, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda There were none. b. Upcoming and Recent Events Southwest High School Jazz Combo will perform tonight in the Council Chamber. Economic Development Strategic Plan Workshop, Tuesday, December 12, 2017, at the Fort Worth Botanic Gardens, 9:30 a.m. c. Organizational Updates and Employee Recognition(s) Little Elm Police Department recognized Chief Joel Fitzgerald and the Fort Worth Police Department for their assistance with the funeral for Little Elm Detective Jerry Walker. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION DECEMBER 5,2017 Page 2 of 4 Kara Shuror, Interim Water Department Director, announced the following Water Department recognitions: • The U.S. Environmental Protection Agency recognized the City with a 2017 WaterSense Excellence Award as a leader in water conservation efforts. • The National Association of Clean Water Agencies has recognized the Water Department with two awards. 1) NACWA's Peak Performance Award: The Village Creek Water Reclamation Facility was recognized for 27 years of 100 percent discharge permit compliance with a Platinum Peak Performance Award. 2) The second NACWA award is a 2018 National Environmental Achievement Award for our Interceptor Condition Assessment Program. Council Member Zadeh recognized Beth Knight from Planning and Development for outstanding customer service. She also recognized Victor Flores and Billy Roden in the Parks Department for customer service and follow through. d. Informal Reports 1. IR 10070: Amendment to M&C C-27976 which Authorized Execution of an Economic Development Program Agreement with Parker-Hannifin Corporation to Extend the Completion Deadline 2. IR 10071: Firefighter Health Update 3. IR 10072: Minority Business Enterprise Participation in the Dickies Arena Project 4. IR 10073: Stormwater Program Strategic Master Plan Update 2. Current Agenda Items - City Council Members Council Member Moon asked for clarification on P-12139 (purchase of vehicles for the Police Department) and asked that it be removed from consent and considered at the same time as P- 12144 (also police vehicles). Council Member Brian Byrd requested an explanation of the changes covered by the text amendment in ZC-17-200 (clean up of Chapter 3 of the Zoning Ordinance to match changes in Chapter 2 made earlier). CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION DECEMBER 5, 2017 Page 3 of 4 Council Member Bivens requested that Richard Zavala, Director of Park and Recreation give the background on L-16096 (acquisition of additional land for Mosier Valley Park). Carlos Flores asked for clarification on what the reimbursement from the City of Saginaw was for as outlined in G-19176 and the number of parking spaces that would be added at Meacham Airport under the contract in C-28493. 3. Responses to Items Continued from a Previous Week a. ZC-17-109 - (COUNCIL DISTRICT 5 - Gyna Bivens) - Two Ponds, Inc., 7429 Randol Mill Road; From: PD 707 "PD/SU" Planned Development/Specific Use for clothing/wearing apparel sales, new; recreational vehicle (RV) park for events only; restaurant, cafe, cafeteria, stable, commercial, riding, boarding or rodeo arena; saddle or harness repair or sales, feed store, no processing/milling; one dwelling unit when part of a business. To be developed under the "E" Neighborhood Commercial development standards; site plan required To: "PD/A-7.5" Planned Development for all uses in "A-7.5" One-Family, detached residential dwellings with: minimum 2,000 square foot gross area residential design standards to require exterior walls fronting street to be 100% masonry (brick, stone, rock, and/or stucco, excluding cementitious fiber concrete products) 6' solid masonry wall (brick, stone, rock, and/or stucco, excluding cementitious fiber concrete products) at entrance to subdivision and along property line fronting Randol Mill Road with columns required with ten feet on center required all residential community entrance signage to conform to Article 4 signs development to comply with Section 6.301 Landscaping development to comply with Section 6.302, development to comply with 5.305(c)(1), Urban Forestry with Mexican Plum Trees, Texas Plum Trees, and similar blossom toward forestry requirements for Randol Mill Road frontage all lighting to conform to Lighting Code Site plan waiver requested (Recommended for Denial by the Zoning Commission) (Reconsideration from October 17,2017 by Council Member Bivens) This item will move forward. b. Overview of Significant Zoning Cases — Dana Burghdoff, Planning and Development Department CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION DECEMBER 5, 2017 Page 4 of 4 5. Update on Fort Worth Film Commission - Bob Jameson and Jessica Christopherson,Fort Worth and Visitors Bureau Mr. Bob Jameson and Ms. Jessica Christopherson, Fort Worth Visitors Bureau, provided an update on the Fort Worth Film Commission with the following highlights: 57 pitched projects 323 assisted projects 136 projects filmed 6. Briefing Assessment of Fair Housing - Barbara Asbury, Neighborhood Services Department Ms. Barbara Asbury, Neighborhood Services Department, provided a review of the Assessment of Fair Housing (ACH). The ACH is a component of the HUD grant cycle. Key findings: segregation is decreasing in Fort Worth relative to the North Texas region; there is strong community support for existing strategies of affordable housing and neighborhood revitalization and; additional community outreach and education needed on affordable housing and publicly supported housing. There is a public hearing on the ACH on the December 5, 2017, Council agenda with action scheduled for December 12, 2017. 7. Briefing on Residential Parking Program - Sam Werschky, Transportation and Public Works Department Mr. Sam Werschky, Transportation and Public Works Department, provided a briefing on the Residential Permit Parking Program. He detailed the background, meetings with Neighborhood Associations, and feedback received. Staff is recommending that the Council adopt an ordinance for the program and that the program be established, in phases, in early 2018. 8. City Council Requests for Future Agenda Items and/or Reports Council Member Jordan asked that Development report on parking requirements city wide. 9.
