HomeMy WebLinkAboutOrdinance 23023-12-2017Ordinance No. 23023-12-2017 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AMOUNT OF $18,042.00 IN THE GRANTS OPERATING OTHER FUND, FROM GRANT RECEIPTS, FOR PARTICIPATION IN THE NORTH TEXAS ANTI-GANG CENTER TASK FORCE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the amount of $18,042.00 in the Grants Operating Other Fund, from grant receipts, for participation in the North Texas Anti-Gang Center Task Force. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22927-09-2017 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of reimbursement funds in an amount up to $18,042.00 for participation in the North Texas Anti-Gang Center Task Force; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund in the amount of $18,042.00, subject to receipt of funds, for reimbursable funds for the Police Department's participation in the task force. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize acceptance of reimbursement funds for the Police Department's participation in the Texas Anti-Gang Center Task Force. In 2016, the City of Fort Worth entered into a Local Administrative Agreement for the Texas Anti-Gang Center - North Texas (TAG Center). The TAG Center is used by multiple law enforcement agencies, including federal, state, and local agencies, in order to more efficiently and effectively cooperate and coilaborate on intelligence, investigatory, and operationai activities related to combating the shared threat of criminal organizations operating in and affecting the region. Funding for the TAG Center was provided by grant funds awarded to the North Richland Hills Police Department (NRHPD). The City of North Richland Hills will reimburse overtime salary costs directly related to work performed by the Fort Worth officer(s) in providing resources to assist the North Texas Anti-Gang Center Task Force. Overtime costs will not include benefits such as paid annual leave, compensatory leave, sick leave, holiday leave or retirement. Indirect expenses are not eligible for reimbursement. This contract will be with a governmental entity, state agency or public institution of higher education: City of North Richland Hills, Texas. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, Logname: 35NORTHTXANTIGANGTF2018 Page 1 of 2 of the Grants Operating Other Fund.
