HomeMy WebLinkAboutResolution 2409A Resolution ~.cio~at~~ e~©~~fi~o~ ~m~ ~~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FORT WORTH DESIGNATING CERTAIN CITY OFFICIALS AS BEING RESPONSIBLE FOR ACTING FOR AND ON BEHALF OF THE CITY OF FORT WORTH IN DEALING WITH THE TEXAS FOREST SERVICE, THE U.S. FOREST SERVICE, AND THE TEXAS URBAN FORESTRY COUNCIL, INC., FOR THE PURPOSE OF PARTICIPATING IN THE URBAN AND COMMUNITY FORESTRY CHALLENGE GRANT PROGRAM, A COOPERATIVE PROJECT OF THE TEXAS FOREST SERVICE, THE IJ.S. FOREST SERVICE, AND THE TEXAS URBAN FORESTRY COUNCIL, INC., CERTIFYING THAT THE CITY OF FORT WORTH IS ELIGIBLE TO RECEIVE ASSISTANCE UNDER SUCH PROGRAM, AND AUTHORIZING A LOCAL MATCH CONTRIBUTION WHEREAS, the Texas Forest Service, m cooperation vcnth the U.S. Forest Service and the Texas Urban Forestry Council, Inc., has established an urban and community forestry public outreach challenge cost-share program to provide funds or other support under such program to eligible communities and organizations on a competitive basis for urban forestry projects; and WHEREAS, the l Ols` Congress of the United States, m developing the Forestry Title of the 1990 Farm Bill, found that the health of forests m urban areas and communities is on the decline; that these forests, trees, and open spaces improve the quality of life for residents, enhance economic value of property are more effective than rural trees at reducing the buildup of carbon dioxide, and aid in promoting energy conservation, and WHEREAS, the Governor of Texas designated program responsibility to the Texas Forest Service; and WHEREAS, the City of Fort Worth is eligible to receive assistance under this program, and WHEREAS, the Crty Council of the City of Fort Worth desires to authonze its administrative staff to represent and act for the City m dealing with the Texas Forest Service, the U.S Forest Service, and the Texas Urban Forestry Council, Inc., among which this grant program is a cooperative program, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH. CITY OF FORT WORTH Section 1 That the City Council of the City of Fort Worth hereby certifies that the City of Fort Worth is eligible to receive assistance from the Urban and Commumty Forestry Public Outreach Challenge Grant Program (the Program). Section 2 That the City Council hereby authorizes and directs its City Manager or designated Assistant City Manager to represent and act for the City of Fort Worth m dealing with the Texas Forest Service, the U.S Forest Service, and the Texas Urban Forestry Council, Inc., for the purpose of the Program, and to execute all agreements relating to the Program. Section 3. The City Council hereby designates its Director of Finance as the official authorized to serve as the City's fiscal officer to receive funds for purposes of the Program and its Park and Commumty Services Director as the individual having day-to-day responsibility for the direction of the Program. Section 4. The City Council specifically authorizes the City Manager or designated Assistant City Manager to make application to the Program, requesting a grant in the amount of $10,000 to continue partial funding of a Forester position to coordinate volunteer participation in Fort Worth's Urban Forestry Program and to provide public education on Oak Wilt disease. Section 5. The City Council authorizes the local match contribution as set forth m the application for the grant, m the amount of $21,261 m m-kind services.
