The project is described as design and construction services to: reconstruct taxiway C, G and H; construct temporary access to Runway at taxiway D; construct new parallel taxiway to C to allow access to taxiway C; construct a new access taxiway at taxiway J; apron joint seal replacement; construct northwest service road; drainage study at east side development area; drainage improvements to Stone Road, Wing Way Road, building and auto parking at West side; drainage improvements to ditches from terminal apron to south T-hangars; install strip drain East edge apron; and install gate northwest perimeter fence and a drainage study at the Fort Worth Spinks Airport. It is in the mutual interest of the Sponsor and the State to increase the agreement by $142,690 for design services for taxiway C,G and H improvements. Part H- Offer of Financial Assistance, as changed by Amendment No. 01, estimates total project costs to be $3,070,916; and financial assistance is currently limited to $2,780,770 in federal funds and$568,223 in local sponsor funds. The Airport Project Participation Agreement is amended as follows: 1. On Part II, Item No. 2 of the Agreement, change Amount A, estimated total project costs, and any further references in the Agreement to Amount A, to$3,213,606. 2. On Part II, Item No. 2 of the Agreement, change Amount B,estimated total project costs eligible for federal financial assistance, and any further references in the Agreement to Amount B,to$2,923,460. 3. On Part II, Item 3 of the Agreement, change Amount C, the maximum obligation of the United States payable under this offer, and any further references in the Agreement to Amount C, to$2,631,114. 4. On Part II, Item 4 of the Agreement, change Amount D, Sponsor's share of the estimated construction costs, and any further references in the Agreement to Amount D, to $582,492. $290,146 is 100%local. All other terms and conditions of the agreement are unchanged and remain in full force and effect. Authorize the use of revenue derived from mineral leases on City-owned airports and adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Aviation Gas Lease Capital Projects Legacy Fund in an amount up to $14,269.00 for the City's sponsor's share; 3. Adopt the attached resolution, as required by the Texas Department of Transportation, providing that an additional amount up to $14,269.00 in available gas well revenue funds will be available as sponsor's share for design services for Taxiway C, G and H improvements at Fort Worth Spinks Airport and authorizing the City Manager or his designee to execute all necessary contracts associated with this project with the Texas Department of Transportation; 4. Authorize a transfer in an amount up to $14,269.00 from the Municipal Airports Gas Lease Project Fund to the Airport Grants Fund for the City's sponsor's share; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Municipal Airport Grants Fund in an amount up to $14,269.00. DISCUSSION: On April 22, 2014, Mayor and Council Communication (M&C C-26778), City Council authorized the application and acceptance of a grant from the Texas Department of Transportation (TxDOT), Aviation Division, for the construction of a North Service Road at Fort Worth Spinks Airport in an amount up to $3,000,000.00. To date the City of Fort Worth has been awarded $2,780,770.00 in federal funds. TxDOT has recently negotiated the fee for the design services for the reconstruction of taxiways C, G and H and it is now necessary to increase the grant Agreement by $142,690.00 for this work. Additionally. TxDOT is requesting an additional $14,269.00 to cover the City's share of the design costs for taxiway improvements. The City will use revenue derived from gas well drilling on City owned airports for the sponsor's share. The construction is estimated to start upon completion of design in 2018 and is scheduled for completion in 2019. Fort Worth Spinks Airport is located in COUNCIL DISTRICT 6. This contract will be with a governmental entity, state agency or public institution of higher education: Texas Department of Transportation, Aviation Division. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Aviation Gas Lease Capital Projects Legacy Fund and the Municipal Airport Grants Fund. This is an advance grant.
