AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND, FROM AVAILABLE FUNDS IN THE AMOUNT OF $ 340,000.00, FOR
REIMBURSING COSTS TO THE CITY'S EMERGENCY PLANNING AND
PREPAREDNESS ACTIVITIES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager, there shall also be increased estimated appropriations in the Grants Fund in the
amount of $340,000.00, from available funds, for reimbursing costs to the City's emergency planning and
preparedness activities.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22927-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Office of Emergency Management to Apply for the Fiscal Year 2018 Emergency Management
Performance Grant, and if Awarded, Authorize Execution of a Related Grant Contract with the Texas
Division of Emergency Management in the Estimated Amount Up to$170,000.00, Authorize Transfer in the
Amount Up to $170,000.00, as Required, for the City's Fifty Percent Match from the General Fund to the
Grants Operating Federal Fund, Authorize Transfer of Certain Funds and Eligible Grant Costs and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the Office of Emergency Management to apply for the Fiscal Year 2018 Emergency
Management Performance Grant from the Texas Division of Emergency Management in the approximate
amount up to $170,000.00 to reimburse expenditures from the City's Emergency Management program;
2. If awarded the grant:
a. Authorize the acceptance and execution of a grant contract with the Texas Division
of Emergency Management in the amount of the award, which is estimated to be
in an amount up to $170,000.00;
b. Authorize the transfer of the Office of Emergency Management funds from the
General Fund to the Grants Operating Federal Fund in an amount up to
$170,000.00 as the City's match for the grant; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$340,000.00, subject to receipt of a grant from the Texas Division of
Emergency Management.
DISCUSSION:
The Texas Division of Emergency Management provides funds to reimburse cities for conducting
Emergency Management Planning and Preparedness activities through the Emergency Management
Performance Grant (EMPG). The City anticipates receiving an award estimated in the amount up to
$170,000.00 from the Fiscal Year 2018 EMPG Program based upon Fiscal Year 2003 - Fiscal Year 2017
awards.
Approval of this Mayor and Council Communication will authorize the Office of Emergency Management to
apply for a Fiscal Year 2018 EMPG Grant. Additionally, approval will also authorize acceptance of the
EMPG award and transfer of the City's match in the amount up to $170,000.00 from the approved Fiscal
Year 2018 General Fund Budget to the Grants Operating Federal Fund.

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant
and adoption of the attached appropriation ordinance, funds will be available in the Grants Operating
Federal Fund, The Fiscal Year 2018 General Fund Budget included appropriations of$144,426.00 for this
purpose. To date, none of the appropriations have been expended. If awarded, the Office of Emergency
Management will identify the additional $25,574.00 from eligible expenses as needed to complete the
City's $170,000.00 obligation. This is a reimbursement grant. Indirect costs are allowable under this
program.
