On December 5, 2017, the City Council approved the purchase of 78 Dodge Chargers from
McKinney Dodge, Inc., DBA Chrysler Jeep Dodge City of McKinney under BuyBoard Cooperative
Agreement 521-16 (M&C P- 12139) . The vehicles under this procurement will be used by the
Police Department and will replace older vehicles which are no longer economically feasible to
maintain. As is customary in the acquisition of vehicles, the requesting department (Police)
coordinated the procurement process with the Property Management Department — Fleet
Management Division.
During the City Council Work Session, concerns were raised regarding the process used to
procure these vehicles. Specifically, four vendors are authorized on the BuyBoard contract to
supply police pursuit Dodge Chargers. Based upon the Mayor and Council Communication and
the supporting documentation, it appeared that City staff recommended the vehicles be
purchased from the vendor with the highest cost.
Under State law, the City is authorized to make purchases under cooperative agreements. These
cooperative agreements complete a thorough public bid process for commodities that are
frequently purchased by state and local governments. The benefit of utilizing cooperative
agreements is that they reduce the time and cost of procurement.
Each of the four vendors authorized to provide police pursuit Dodge Chargers on the BuyBoard
contract have published prices for the base model of the vehicles. In addition, each vendor
provides a myriad of options which can be added to the base vehicle. These additional options
are also covered on the cooperative. Per our practice, bids were requested from three vendors
for the exact vehicles needed for this procurement. The chart below provides pricing by vendor:

Although staff did recommend the vendor providing the highest individual cost for the base model,
the total overall cost per vehicle (including options, rebates and incentives) was the lowest from
this vendor.
As a result of the lack of clarity for these types of purchases, staff will be initiating changes to
procurements made under cooperatives going forward. One of these changes will be to include
the detailed cost comparisons between authorized vendors on the cooperative (similar to the
chart above). Further, the verbiage within the Mayor and Council Communication will articulate
the process and the associated prices.
