This Informal Report is in response to the Council's request to receive monthly updates on
development activity within the City. It includes the measures staff are working on to improve the
development process. Staff will generate a monthly report to keep the Council informed of the
volume of development activity, process improvements and outline staff's performance in
implementing changes and improving the delivery of plan review and permits. The monthly report
consists of metrics associated with Building Permits, Infrastructure, Stormwater Development,
and Water Development Plan review. It will provide updates on continuous development process
improvement efforts. The Fort Worth Development Activity report is attached for your use and
information. The following are highlights for the month of November:
Building Permits
• From October 2017 to November 2017 new commercial permits issued decreased from
104 to 51 approximately 51%.
• Year to Year November 2016 vs. November 2017 new commercial permits declined
from 104 to 51 a decline of 51% for the month. This November's data is more
consistent with November's from the previous five years. In 2016 we saw an increase
in permitting activity in November and December that was related to the new Building
Code changes going into effect on January 1 , 2017.

• A total of 4,514 new single family permits have been issued to the end of November
compared to 3,450 for all of Calendar Year 2016. Year to date new single family
permits are already up to 131% of last CY 2016 total.
Customer Service
• Overall Customer Service Satisfaction was 81% Positive or Very Positive for November
2017 and was the same as the rating for October 2017.
• Percentage of Customers who thought Customer service staff was Extremely Helpful,
Very Helpful or Somewhat Helpful decreased slightly from 96% in October 2017 to 93%
in November 2017.
• A total of 96% of our customers surveyed thought that our Inspections team was
extremely helpful or very helpful compared to 94% in October.
Plan Review
• On November 30, 2017 the review times were as follows:

• In November we opened the Walk-In Commercial Plan Review Center on Monday
November 13, 2017. With the addition of the Walk-In Plan review for the small
commercial projects staff are working to achieve an appropriate balance of review
resources. We do not include the Walk —In numbers in our time to first commercial
review as that would give those dropping off more complex commercial plans an
unrealistic notion of the timeframe for review. In November staff resources were used
to address the large influx of residential plans. Staff did not use as much of our contract
for outside commercial plan review as was needed to meet the demand. In addition, we
had a couple of experienced commercial plan reviewers out on leave. In December
staff expects to reduce the backlog of commercial plans by reallocating and balancing
existing staff resources and using more of our commercial plan review contract to
achieve the projected review times.
Infrastructure Plan Review
• Infrastructure Plan Review Center (IPRC) reviewed 94% of the plans submitted within
the 14 day goal time frame during November. This is down from 100% in October. One
plan review was returned to the developer one day late.
Community Facility Agreements (CFA)
• The first projects are making their way through the new IPRC/CFA process and initial
response times are encouraging but the data is incomplete and only two small projects
has made it to completion of a CFA. A total of 67 projects are in the new review
process and we anticipate a better data set for reporting for the January report.
Hiring
• Planning and Development has hired all 14 new positions and has reduced the 21
vacant positions to only 13 as of December 1, 2017. All of the 13 vacant positions are
in the hiring process.
• Transportation and Public Works has completed a reorganization to target resources to
the development process. 2 vacant positions are currently in the hiring process.
• Water also has completed a reorganization and has hired one position and is in the
hiring process for a second position.
• Parks and Recreation has one position in interview process and one advertised.
Technology
• Initial Permit Statistics Dashboard for the Planning and Development website went live
November 30. The link is http-//apps.fortworthtexas.gov/dashboard/.

• Work continues on scoping the Integrated Development Database for coordination and
transparency of the Infrastructure Plan Review, Community Facilities Agreements and
Construction Inspections and project close out for privately funded developer led
installation of public infrastructure tied to development.
• Proposals are in review for the upgrade and update of the City webpage related to
Planning and Development Activities.
Development Process Improvements
• Negotiating a contract for the rewrite of the Community Facilities Agreements policy.
Contract to be executed by December 31 , 2017 the intent is make the policy consistent
with changes to applicable state and local laws and to streamline the process.
• The new Development Advisory Committee met on Thursday November 16, 2017.
