AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS OPERATING FUND IN THE AMOUNT OF UP TO $30,000.00, SUBJECT
TO EXECUTION OF THE GRANT AGREEMENT AND RECEIPT OF THE GRANT, FOR
THE OPERATION OF THE SOUTHEAST COMMUNITY ACTION PARTNERS CENTER;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Fund in the amount of 30,000.00, subject to execution of the grant agreement and receipt of the
grant, for the operation of the Southeast community action partners center.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competentjurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 22927-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of Funds and Execution of Agreement with Tarrant County in the Amount of
$30,000.00 for Fiscal Year 2018 for the Operation of the Southeast Community Action Partners Center in
Arlington and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of funds and execution of an Agreement with Tarrant County for Fiscal Year
2018 in the amount of $30,000.00 for the operation of the Southeast Community Action Partners Center;
and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating Fund in the amount of $30,000.00, subject to execution of the Grant Agreement and
receipt of the grant funds.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to accept funds from Tarrant County to
assist in the operation of the Southeast Community Action Partners Center (Southeast CAPC) located at
1601 East Lamar Boulevard in Arlington.
The City of Fort Worth has contracted with the Texas Department of Housing and Community Affairs to
serve as the Community Action Agency for Tarrant County under the name of Community Action Partners
(CAP). CAP provides services to low-income residents on a county-wide basis, including case
management, information and referral services, client intake and assessment, emergency assistance and
other social services.
On October 28, 2014, (M&C C-27063) the City Council approved an amendment to extend City Secretary
Contract No. 39359 for an additional five years with Andrew-Dillingham, Ltd., for the operation of the
Southeast CAPC. The lease amount is $2,670.65 per month or $32,047.80 for the year, which includes
utilities.
Annually, Tarrant County provides funding for the operation of the Center. Since 2009, Tarrant County
has awarded $30,000.00 annually to the City of Fort Worth and Staff anticipates the same amount or more
for the next several years. Additional funding is provided by the Community Services Block Grant,
therefore, all expenses are completely covered by grant funds, including telephone services.
This program serves ALL COUNCIL DISTRICTS.
This contract will be with a governmental entity, state agency or public institution of higher

education: Tarrant County.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant
and adoption of the attached appropriation ordinance, funds for operation will be available in the current
operating budget, as appropriated, of the Grants Fund. The department shall be responsible for
identifying funding sources to cover expenses incurred in the event the grant funds are not received. This
is an advance grant.
