AN ORDINANCE AMENDING ORDINANCE 22927-09-2017 TO REALLOCATE CERTAIN
TRANSFER DOLLARS WITHIN THE SOLID WASTE FUND FROM DEBT SERVICE TO
CAPITAL AND REFLECT A SOLID WASTE CAPITAL PROJECTS CLOSE FUND
TRANSFER AS A REVENUE SOURCE IN THE SOLID WASTE DEBT SERVICE FUND;
PROVIDING A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That EXPENDITURES in the "Solid Waste Fund" portion of Section 4 of Ordinance 22927-09-2017 is
amended to reduce "Debt Transfer Out' by $99,141.50 and to increase "Capital Transfer Out' by the same
amount.
SECTION 2.
That REVENUES in the"Solid Waste Debt Service Fund" portion of Section 3 of Ordinance 22927-09-2017
is amended to reduce "Transfer from Solid Waste" by $99,141.50 and to add a "Transfer from Solid Waste
Capital Projects Close Fund" in the amount of$99,141.50 as a revenue source.
SECTION 3.
That all other provisions of Ordinance 22927-09-2017, as previously amended, shall remain in full force and
effect unless explicitly amended herein.
SECTION 4.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 5.
That this ordinance shall be cumulative of Ordinance No. 22927-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 6.
This ordinance shall take effect upon adoption.

Adopt Ordinances Increasing Estimated Receipts and Appropriations in Fiscal Year 2017 in the
Environmental Management Projects Close Fund and the Solid Waste Capital Projects Close Fund to
Balance Previous Project Expenditures, Authorize Transfers from the Environmental Management Projects
Close Fund and the Solid Waste Capital Projects Close Fund to the Environmental Protection Capital
Projects Fund and the Solid Waste Debt Service Fund and Adopt Ordinance Amending the Fiscal Year
2018 Budget to Reallocate Funds Associated with Solid Waste Debt and Capital (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached ordinance increasing estimated receipts and appropriations in fiscal year 2017 in
the Environmental Management Projects Close Fund in the amount of$1,182.38, for the purpose of
covering previous expenditures in various projects and bringing them into balance;
2. Authorize the transfer of$276,984.49 from the Environmental Management Project Close Fund to the
Environmental Protection Capital Projects Fund;
3. Adopt the attached ordinance increasing estimated receipts and appropriations in fiscal year 2017 in
the Solid Waste Capital Projects Close Fund in the amount of$5,108.17, for the purpose of covering
previous expenditures in various projects and bringing them into balance;
4. Authorize the transfer of$99,141.50 from the Solid Waste Capital Projects Close Fund to the Solid
Waste Debt Service Fund; and
5. Adopt the attached ordinance, amending the Fiscal Year 2018 Budget (Ordinance 22927-09-2017) to
reflect reallocation of$99,141.50 in expenditures in the Solid Waste Fund from a debt transfer out to a
capital transfer out and to reflect reallocation of$99,141.50 in revenues in the Solid Waste Debt Service
Fund from a transfer in from the Solid Waste Fund to a transfer in from the Solid Waste Capital Projects
Close Fund.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to take actions associated with preparing
two legacy capital projects funds -the Environmental Management Projects Close Fund and the Solid
Waste Capital Projects Close Fund -for closure.
The actions include balancing previous expenditures in projects by appropriating funds so that budget

conforms to actuals. This M&C also transfers remaining funds from the Environmental Management
Projects Close Fund to the current fund Environmental Protection Capital Projects Fund and from the
Solid Waste Capital Projects Close Fund to the Solid Waste Debt Service Fund. With the use of the Solid
Waste legacy dollars for debt service, the M&C also revises the adopted budget to reallocate that same
amount from a planned debt service transfer to a transfer to capital.
On September 29, 2015, the City Council approved an ordinance repealing Section 2-11,
Intradepartmental Transfer of Funds for Capital Improvement Projects, of the Code of the City of Fort
Worth (M&C G-18571). By repealing this provision, all transfers of funds relating to Capital Projects
require City Council approval. Although there were many projects balanced prior to go-live of the current
Enterprise Resource Management (ERP) Phase II, there is an on-going review of projects that were out of
balance prior to go-live.
The following is a list of projects in the Environmental Management Projects Close Fund and the Solid
Waste Capital Projects Close Fund that require appropriation of funds to be brought into balance:

Following the balancing of these projects, the residual amount in each legacy fund will be transferred for a
current use with dollars in the Environmental Management legacy fund being transferred to capital and the
balance in the Solid Waste Fund being transferred to debt. Use of these legacy dollars for debt service
frees up the same amount in the Solid Waste operating fund for a transfer to capital.
This M&C does not request approval of a contract with a business entity.

The Director of Finance certifies that upon approval of the above recommendation and adoption of the
attached ordinances, funds will be available in the capital budgets of the Environmental Management
Project Close Fund and the Solid Waste Capital Projects Close Fund and in the Environmental Protection
Capital Projects Fund and the Solid Waste Debt Service Fund.
