The program addresses safety concerns related to spillover parking in neighborhoods adjacent to non-residential parking generators. The ordinance identifies five non-residential parking generators where the neighborhoods will be eligible for a residential permit parking program as determined by traffic studies. The five non-residential parking generators are identified as follows: Will Roger Memorial Center/Dickies Arena; Texas Christian University and the University of North Texas Health Science Center - for these three generators, existing residential permit parking zones have been previously established through parking utilization studies and the installation of parking signs. The Stockyards and Magnolia Historic Area are also identified as being non-residential parking generators but further parking utilization studies and input from adjacent property owners are needed prior to starting the program in these areas. The ability to move forward with studies and implementation of the program in these areas, as well as expanding existing areas will also be based on the availability of resources through the annual budget process. As part of these new regulations, those who own property or occupy a residence (single-family home, duplex, or multifamily) located within a designated resident-parking-only-zone must submit an application for permits. A residence may receive up to three annual permits and two vendor permits for (yard crews, child care providers or other service companies). Unlimited visitor and temporary permits are also available. Requests for all residential parking permits types can be made online at SP Plus website-link to Residential Association webpage. At this time, there are no costs for acquiring permits. The annual permits and vendor permits are valid for one year and expire at 11:59:59 P.M. December 31 of each year and must be picked up at Will Rogers Memorial Center and/or 405 W. 7t" Street. Stickers are being used for annual permits, and hangtags are being used for vendor permits. Pick up is available Monday thru Friday from 8:00 A.M. to 5:00 P.M. Visitor and temporary permits are available for residents who have guests coming and may be requested online not less than 24 hours before the permit is scheduled to be used. Visitor permits are valid for 24 hours. Temporary permits are valid for 30 days and are available for those times when residents are using a temporary vehicle or have long-term guests and may also be requested online. Enforcement within the resident-parking-only zones will focus on spillover parking from the non- residential generators. During normal business hours, the City's Transportation & Public Works parking enforcement team will be available to address spillover parking and any related complaints. Complaints related to vehicles parking in a resident-parking-only-zone with no permit can be directed to 817 392-2091. After a warning, citations will be issued to the registered owner of the vehicle. Outside of normal business hours, residents can contact the Fort Worth Police Department non-emergency number for complaints at 817 335-4222, and a police officer may respond to issues with citations when available and as appropriate. City staff will continue communication through residential associations with the Will Roger Memorial Center/Dickies Arena area being the first existing permit zone to be converted to the new residential parking permit program. The other two existing zones will follow. Informational pamphlets will be distributed to those residing in an existing resident-parking-only-zone leading up to implementation of the new program in each area.
