CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:04 p.m. on Tuesday, December 12, 2017, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were none.
b. Upcoming and Recent Events
Last Council meeting of the year.
Next Council meeting will be January 9, 2018.
City Hall will be closed Monday, December 25, 2017, and Monday, January 1, 2018.
Leadership Academy at Forest Oak Choir will be performing in the Chambers at 6:30 pm.
c. Organizational Updates and Employee Recognition(s)
New Water Director, Kenneth Morgan was introduced.
New Property Management Assistant Director, Robert Fritz was introduced.

Fire Chief Rudy Jackson and Marilyn Chormicol recognized employees from Fire, Park
and Medstar, who responded to a city employee with a medical emergency. Their actions
help save the employee from sustaining further injury.
Richard Zavala, Park and Recreation Director, recognized Melinda Adams for receiving the 2017
John South Spirit of Extension Award of Tarrant County.
Mr. Zavala also recognized Marty Moore, President of the Fort Worth Rugby Association and
the long standing relationship between the City and Fort Worth Rugby Association.
Theresa Ewing, Municipal Court Director, recognized the Municipal Court Morale Committee
and their hard work during the past year.
Assistant City Manager, Valerie Washington announced that Rudy Jackson would be retiring as
the City of Fort Worth Fire Chief in March.

C. M&C P-12144 - (ALL COUNCIL DISTRICTS) Authorize Purchase of Fifty-
Five Chevrolet Tahoes from Caldwell Automotive Partners, LLC, DBA
Caldwell Country Chevrolet, in an Amount Up to $1,839,608.00 Using H-GAC
Cooperative Purchasing Agreement VEII-15 for the Police Department

This item will be withdrawn from the agenda completely.
4. Council Proposal 312 — Council-Initiated Rezoning of Lost Creek Estates
Neighborhood — Council Member Brian Byrd and Mayor Pro tem Dennis
Shingleton
Council Members Byrd and Shingleton will be asking for Council to suspend the rules so that CP
312 can be considered tonight.
5. Update on Tarrant County 911 —Greg Petrev, Tarrant County 911
Greg Petrey with Tarrant County 911 provided and update on the District's budget and plans for
the future, including training and testing on wireless calls and IP enabled 911 network.
6. Briefing on Tarrant County Homeless Coalition and Continuum of Care — Tammy
McGhee, Tarrant County Homeless Coalition
Tammy McGhee, Tarrant County Homeless Coalition, briefed the Council on the Coalition and
the Continuum of Care and their roles. For the future — one community plan to end
homelessness, funding decisions made on the system as a whole and shared community priorities
and a well-coordinated, solution based and transparent Continuum of Care.
7. Briefing on Proposed Smoking Ordinance — Christa Lopez Reynolds, Law
Department
Christa Lopez-Reynolds, Sr, Assistant City Attorney, briefed the Council on the current smoking
ordinance in Fort Worth. She reviewed the proposed recommendations:
Prohibit smoking in Bars and Bingo Parlors
Include Electronic Cigarettes in the definition and prohibition for smoking
Redefine retail tobacco shop to be retail smoke shop and prohibit within 300 feet of
school, universities and hospitals
Define cigar lounge
If approved the regulations would be effective after 90 days.

8. Briefing on 2018 Bond Program -Jay Chapa, City Manager's Office
Assistant City Manager, Jay Chapa reviewed the proposed 2018 bond program and next steps.
Infrastructure $261,590,000
Parks and Recreation $ 84,262,500
Public Library $ 9,868,500
Fire Stations $ 11,934,000
Public Animal Care and Shelter Facility $ 18,075,000
TOTAL $399,500,000
The election would be called in February and Election Day is May 5, 2018.
9. City Council_Requests for Future Agenda Items and/or Reports
Council Member Moon— Unified Sign Agreements, Sales Tax Review and the extension of the
smoking ban to sidewalks and parks.
Council Member Jordan— Entryway signs and public art, impact of the new Federal Tax bill on
local governments, update on Game Rooms, Smart Cities, and an update on feral cats
Council Member Zadeh—update on transit funding.

There being no further business, Mayor Price adjourned the City Council Work Session at
5:24 p.m.
