TO CITY SECRETARY CONTRACT No. 46562
WHEREAS, the City of Fort Worth (CITY) and Kimley-Horn and
Associates, Inc. , (ENGINEER) made and entered into City Secretary
Contract No. 46562, (the CONTRACT) which was authorized by M&C No: C-
27256 on the 24th day of March, 2015 in the amount of $ 200, 000; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
On-Call Bicycle Engineering Design Related Services; and
WHEREAS, the CONTRACT was subsequently revised by: Amendment Number
1 in the amount of $30, 000 which was administratively authorized on
November 22, 2016; and
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated December (fth, 2017, a a
copy of which is attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer
totals $6,000. (See Attached Funding Breakdown Sheet, Page -3-)

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $236, 000.

All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect .

Dear Ms. Ryan:
We appreciate the opportunity to present this amendment for the On Call Bicycle Engineering Design.
Kimley-Horn will continue to perform On Call Bicycle Engineering Design Services as may be requested
by the City during the term of this Agreement. Work under this agreement will continued be performed
on a Work Authorization basis. The City will request services for each Work Authorization.
This Amendment will extend the current on-call from$230,000 to$236,000, an increase of$6,000.

HEARING:
SUBJECT. Authorize Execution of an Engineering Services Agreement with Kimley-Horn and
Associates Inc., in an Amount Not to Exceed $230,000.00 for the Design of Bicycle
Infrastructure Projects Funded by the 2014 Bond Program, in Accordance with the Bike Fort
Worth Plan (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of an Engineering Services Agreement
with Kimley-Horn and Associates Inc., in an amount not to exceed $230,000.00 for the design of bicycle
infrastructure funded by the 2014 Bond Program, including bike lanes and bike routes.
DISCUSSION:
This professional services contract will be funded through the 2014 Bond Program. Proposition 1 of the
2014 Bond Program authorized the City to spend up to $1,260,000.00 on City-wide bicycle
infrastructure projects including installation of bike lanes, bike routes, signals, signage and bike
racks. Locations to be funded through the 2014 Bond Program will be determined by priority need,
community feedback and when possible, leveraging funds through grant matching and integration of
bicycle accommodations into street maintenance projects.
This Agreement for professional services will provide task-ordered engineering services including data
collection and preparation of engineering plans for the design of bicycle lanes and bicycle routes
throughout the City. Each task order will be negotiated based upon the anticipated scope of services
needed to implement projects, in accordance with the adopted Bike Fort Worth plan. The total cost of all
task orders performed by Kimley-Horn and Associates Inc., will not exceed $230,000.00. Staff
considers this not to exceed cost to be fair and reasonable for the anticipated services to be performed.
Available resources within the General Fund will be used to provide interim financing for these
expenses until debt is issued. Once debt associated with this project is sold, bond proceeds will
reimburse the General Fund, in accordance with the statement expressing official intent to reimburse
that was adopted as part of the ordinance canvassing the bond election (Ordinance No. 21241-05-
2014).
Kimley-Horn and Associates Inc., is in compliance with the City's BDE Ordinance by committing to 16
percent SBE participation on this project. The City's SBE goal on this project is 16 percent.
Projects will be located in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are included in the Fiscal Year 2015
adopted Budget of the 2014 Bond Program pursuant to Ordinance No. 21457-09-2014 and funds are
available in the General Fund to pay expenses which will be incurred on this contract until
reimbursement can occur from the issuance of public securities.
