OPPOSING CERTAIN LEGISLATION THAT ALLOWS FOR CREATION OF A
SEPARATE SCHOOL DISTRICT IN BENBROOK BY DETACI~VIENT FROM
THE FORT WORTH INDEPENDENT SCHOOL DISTRICT
WHEREAS, certain legislation has been filed that allows for the creation of school
districts by certain municipalities by detachment from larger urban school districts and
WHEREAS, this legislation could affect the relationship of the residents of the City of
Benbrook and the Fort Worth Independent School District (Fort Worth ISD) if such a
detachment were easily permitted under state law, and
WHEREAS, this legislation would allow the City Council of the City of Benbrook to
call an election on the question of detachment from the Fort Worth ISD without
providing the remaining residents of the Fort Worth ISD to consider the question of
detachment and nts impact on district facilities properties and programs and
WHEREAS, the current law requires 10 percent of registered voters in the city seeking
to detach to sign a petition for an election, an election m both cities and a 25 percent
voter turnout in each city and that the new school district must include at least 8 000
students and
WHEREAS, any legislation that would liberalize the current law related to detachment
would negatively impact the Fort Worth ISD and encourage the creation of small school
districts at the expense of urban school districts like the Fort Worth ISD, and
WHEREAS, detachment would contribute to an increase in the overall cost of public
education nn the two cities of Benbrook and Fort Worth without a demonstrable
improvement m the education of the students m each of the two cities and
WHEREAS, detachment in and of itself will not solve the issues that have been brought
forward by citizens from Benbrook to the Fort Worth ISD as it relates to the education of
children, and

WHEREAS, the best possible solution is not detachment but rather that the issues of
concern be given rime to be worked out locally so that constructive improvement in the
education of children in Benbrook as well as in Fort Worth can be achieved without
seeking state intervention, and
WHEREAS, the Fort Worth ISD is located primarily in the city of Fort Worth and as
such, the Fort Worth City Council remains vitally concerned with the financial health
and educational excellence of the Fort Worth ISD,
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS,
1 That the City of Fort Worth loins the Fort Worth Independent School District in
opposing legislation that allows for a separate school district in Benbrook by
detachment from the Fort Worth Independent School District, and
2 That the City of Fort Worth strongly encourages officials from the Fort Worth
Independent School District and the residents of Benbrook to work through any
issues concerns and disagreements locally and avoid state intervention, and
3 That the City Council directs staff to distribute copies of this resolurion and
express the City s posirion as appropriate to members of the Legislature as related
legislation is considered
