AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND, FROM AVAILABLE FUNDS IN THE AMOUNT OF $ 2,000,000.00, FOR
THE DEVELOPMENT OF ALLIANCE PARK; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grant
Fund in the amount of$2,000,000.00, from available funds, for the development of Alliance Park.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22928-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

PROJECT SCOPE AND LOCATION:
This sub-award is funded through the National Park Service (NPS), under the authority of the
Land and Water Conservation Fund Program (CFDA# 15.916), issued to Texas Parks and
Wildlife Department(Department)on June 1,2016.All publications arising from this project shall
acknowledge Department, as well as the NPS, as funding sources.
The City of Fort Worth (Sponsor)will acquire 69f acres by purchase and develop Alliance Park
to include 5t acre dedicated natural open space, lighted soccer fields with irrigation and
bleachers, multi-purpose trail, benches, picnic tables, native landscape restoration, and
interpretive signs.
The City will remove grazing pressure and reduce the mowing schedule to promote the
natural re-establishment of native grasses and other native herbaceous plants in the
prairie grass area and in the mesquite invaded pasture. The City will surround the
wetland/depression area with prairie grasses through natural revegetation and/or
supplemental plantings. Other smaller areas of landscape restoration will be along the
1,400 LF concrete trail in the mesquite prairie.
The park features should be placed to avoid impacts to the ponds and wetlands. Refer

Authorize Acceptance of a Texas Parks and Wildlife Department Urban Outdoor Recreation Grant
in the Amount of$1,000,000.00, Appropriate Matching Funds in the Amount of$1,000,000.00 for
a Total Project of$2,000,000.00 and Adopt Appropriation Ordinance (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of a Texas Parks and Wildlife Department Urban Outdoor Recreation Grant
for Alliance Park with Federal participation in the amount of$740,736.00, State participation in the amount
of$259,264.00 and City participation in the amount of$1,000,000.00 for a total project cost of
$2,000,000.00;
2. Authorize the transfer of$1,000,000.00 from the Park Dedication Fees Fund to the Grants Capital
Project Fund for the City's match; and
3. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
Grants Fund in the amount of$2,000,000.00.
DISCUSSION:
The purpose of this Mayor and Council Communication is to accept a grant in the amount of
$1,000,000.00 from the Texas Parks and Wildlife Department (TPWD) Local Grant Program, and
appropriate the $1,000,000.00 required match. The $1,000,000.00 grant, as awarded by TPWD, includes
Federal participation in the amount of$740,736.00 and State participation in the amount of$259,264.00.
This grant will provide for the first phase development of improvements at Alliance Park, an approximately
154 acre tract of land located at 1417 Litsey Road, in far north Fort Worth.
On March 24, 2015, the City Council adopted Resolution No. 4429-03-2015 authorizing the Park and
Recreation Department (PARD) to apply for an Urban Outdoor Recreation Grant from the TPWD. The
application was successful, and on March 24, 2016, the Texas Parks and Wildlife Commission approved
the issuance of$1,000,000.00 in grant funding to the City of Fort Worth for the development of Alliance
Park.
In accordance with the TPWD grant application structure, an in-kind grant match is required. For the in-
kind match, the PARD has leveraged $1,000,000.00 of Park Dedication Fee Funds to acquire land for
Alliance Park. This follows the City's fiscal policy regarding use of Park Dedication Fee Funds.
This is a reimbursement grant. No indirect costs are applicable. The City of Fort Worth is solely
responsible for any additional costs associated with project administration, design, construction inspection,
and materials testing.

This M&C does not request approval of a contract with a business entity.
The future Alliance Park is located in COUNCIL DISTRICT 7.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Grant Fund.
