AN ORDINANCE VACATING AND EXTINGUISHING PORTIONS OF
PRINCETON STREET, WEST LOWDEN STREET AND GREENE
AVENUE RIGHTS OF WAY AND A PORTION OF TWO ALLEYS,
SITUATED IN THE UNIVERSITY PLACE ADDITION, AN ADDITION
TO THE CITY OF FORT WORTH, TARRANT COUNTY, TEXAS, AND
BLOCK 3 AND 6 OF THE TCU ADDITION,AN ADDITION TO THE CITY
OF FORT WORTH, TARRANT COUNTY, TEXAS RESPECTIVELY AND
CONTAINING APPROXIMATELY 86,550, AS RECORDED IN VOLUME
310, PAGE 72 AND 3,000 SQUARE FEET AND AS RECORDED IN
CABINET A, SLIDE 4481 OF THE PLAT RECORDS OF THE PLAT
RECORDS OF TARRANT COUNTY, TEXAS, PROVIDING FOR THE
REVERSION OF FEE IN SAID LAND; THE RETAINMENT OF EXISTING
UTILITY EASEMENTS;REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
1. That portion of Princeton Street, Avenue and West Lowden, public rights of way, and a
fifteen foot wide alley situated in the University Place Addition, an addition to the City of
Fort Worth, Tarrant County,Texas, as recorded in Volume 310,Page 72 of the plat records
of Tarrant County, Texas, and containing, 86,550 square feet of land, of which 80,625
square feet are contained within the streets and 5,925 square feet contained within the alley
and as more specifically described in Exhibits"A"attached hereto and incorporated herein
by reference, be and the same is vacated and extinguished.
2. That a fifteen foot wide alley right of way out of Block 6 University Place and adjacent to
Lots 12 through 15 of Block 6 and being adjacent to Lot 1, Block 3, TCU Addition,
additions to the City of Fort Worth,Tarrant County, Texas, according to the plats recorded
in Volume 310-B, Page 72 and Cabinet A, Slide 4481 of the Plat Records of Tarrant
Princeton,Greene and W.Lowden ROW and alley Ordinance No.23054-01-2018
(VA-17-032 and VA-16-001) Page 1 of 2
County, Texas, and containing 3,000 square feet and as more specifically described in
Exhibits `B" attached hereto and incorporated herein by reference, be and the same is
vacated and extinguished.
SECTION 2.
That the fee to the land in the above-described street right-of-way is released and shall
revert to the adjacent owner as provided by law.
SECTION 3.
That all existing utility easements shall be retained by the City until such time all utilities
located in that easement are relocated at the owner's expense.
SECTION 4.
That all ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 5.
That this ordinance shall take effect upon adoption.

BEING a portion of W. Lowden Street (Lowden) from the west side of Greene Avenue
(Greene), to the west line of Parmer Avenue, Greene Ave from the north line of W
Lowden Street to point 2.5ft south of the south line of the 15ft alley in Block 5, University
Place an Addition to the City of Fort Worth, Tarrant County, Texas according to the Plat
recorded in Volume 310, Page 72 of the Plat Records of Tarrant County, Texas, (PRTC)
Princeton Street from the west line of the said Greene Avenue west to the most
northerly northwest corner of Lot 1 R, Block 4, TCU Addition, Fort Worth, Tarrant
County, Texas according to the Plat recorded in D210032487 PRTC and from the east
line of Greene Avenue to the to a point 150ft west of the west line of Parmer Avenue,
said tract being tied the Texas Coordinate System, North Central Zone, NAD 83 using
RTK surveying methods tied to the SmartNet Network using reference station no. 2312,
bearings are grid and distances are horizontal ground measurements, said tract being
more particularly described as follows:
BEGINNING at a 1-1/4in brazed iron pin set in concrete, said point being in the south
right-of-way of the said W. Lowden St and the most southeast corner of the tract
described herein and being in the most southerly north line of the said Lot 1 R, Block 4,
TCU Addition, said point also being S89°25'46"W, 56.40ft from a brass monument at
the south line of the said W. Lowden and the west right-of-way of Lubbock Ave;
THENCE S89°25'46"W, with the south line of the said W. Lowden St, 455.00ft to the
northeast re-entrant corner of the said Lot 1 R, Block 4 and being in the west right-of-
way of the said Greene Ave;
THENCE N0034'14"W, with the west line of the said Greene Ave and the most northerly
east line of the said Lot 1 R, Block 4, 380.00ft to the most northeast corner of the said
Lot 1 R, Block 4 and also being the southwest intersection of the said Greene Ave and

Adopt Ordinance Vacating an Alley in Block 6, University Place Addition, Between South University Drive

and Fine Arts Building on the Texas Christian University Campus (COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached ordinance vacating an alley in Block 6, University Place Addition, between South
University Drive and Greene Avenue along with portions of Princeton Street, Greene Avenue, West
Lowden Street and an alley in Block 4, University Place Addition to be replatted with the adjoining property
for a future music and fine arts building on the Texas Christian University (TCU) campus; and
2. Waive any and all purchase fee value of the vacated land in accordance with City policy.
DISCUSSION:
J. B. Davies, Inc., on behalf of TCU, has requested these streets and alleys to be replatted with the
adjoining property for a future music and fine arts building on the TCU campus. The City Plan Commission
recommended approval of this request at its meetings on February 24, 2016 and September 27, 2017. An
acceptable final plat (FS-17-190) has been received in accordance with the Subdivision Ordinance.
The City of Fort Worth (City) originally obtained the above mentioned right-of-ways through platting
process. The City does not own any fee interest in the right-of-ways or own any property adjacent to the
right-of-ways and did not expend any City funds to purchase the right-of-way easements. In accordance
with the City's policy regarding street and alley vacation transactions approved by the City Council on
March 6, 2007, Mayor and Council Communication (M&C G-15624), Staff recommends waiving the fair
market value or any portion thereof of purchase price of these right-of-way easements for the streets and
alleys.
This project is located in COUNCIL DISTRICT 9.
This M&C does not request approval of a contract with a business entity.
