RESOLUTION SUPPORTING PRINCIPLES EMBODIED IN THE STREAMLINE
TRANSPORTATION EFFICIENCY PROGRAM FOR THE 21ST CENTURY (STEP 21)
WHEREAS the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) expires
on September 30 1997 and,
WHEREAS, a more flexible federal surface transportation program will better enable
States, working together with their local partners, to develop locally crafted solutions to
meet locally identified transportation needs and,
WHEREAS, the Step 21 proposal will streamline the Surface Transportation Program to
provide states and local govemments with greater flexibility to address local transportation
needs including compliance with Clean Air Act mandates in nonattainment areas; and,
WHEREAS, the Step 21 proposal will preserve ISTEA partnerships with local govemments
that include local govemments and metropolitan planning organizations in the decision
making process for transportation planning and selection, and,
WHEREAS the State of Texas annually receives 25 percent less federal gasoline tax
revenue from the federal govemment than it collects from gasoline sold in Texas, costing
our state approximately $200 million per year in lost revenue; and,
WHEREAS, the Texas Department of Transportation projects that only 33 percent of the
transportation needs in Texas can be met over the next 10 years, and the North Central
Texas Council of Govemments projects that only 30 percent of North Central Texas needs
can be met over the next 24 years,
NOW, THEREFORE, BE IT RESOLVED THAT
Section 1 The City of Fort Worth endorses the principles of funding equity contained in the
proposed legislation entitled the Stream{ined Transportation Efficiency Program for the 21st
Century (STEP 21), embodied in the 'ISTEA Integrity Restoration Act, and encourages
Congress to use modem factors in allocating federal gas tax revenues.
Section 2 The City of Fort Worth endorses the Texas Transportation Commission
resolution on the policy principles used for STEP 21 implementation in Texas dated April
23`~ 1997

Section 3 The City of Fort Worth applauds the leadership of the Texas Department of
Transportation (TxDOT) in developing national legislation aimed at highlighting the
significant inequity to Texas and other states of antiquated funding formulas.
Section 4 The City of Fort Worth accepts the invitation of TxDOT "to support and work
toward a successful adoption of the principles in the STEP 21 proposal" We pledge to
work with TxDOT to address the funding inequities present in the existing ISTEA legislation
and address local government and Regional Transportation Council concerns including air
quality emissions in this region.
Section 5 This resolution will be transmitted to the Texas Congressional delegation in
Austin and other delegations and transportation interest groups deemed appropriate by the
North Central Texas Council of Governments (NCTCOG) and the Regional Transportation
Council (RTC)
