COUNTY OF TARRANT §
WHEREAS, the City of Fort Worth (City) and DMJM Aviation, Inc., (Engineer)
made and entered into City Secretary Contract No. 26615 (the Contract) which was
authorized by the City Council by M&C C-18463 on the 20th day of February, 2001; and
WHEREAS,the Contract involves engineering services for the following project:
Engineering Contract for the Review of Preliminary Engineering Report and
facility recommendation for Runway 16LI34R at the Fort Worth Meacham
International Airport.
WHEREAS, it has become necessary to execute Amendment No. 1 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Contract:
1.
Article I of the Contract is amended to include the additional engineering services
specified in a proposal letter dated April 12, 2001, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional services to be performed by
Engineer total $12,910.00.
2.
Article II of the Contract is amended to provide for an increase in the maximum
fee to be paid to Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall not exceed
the sum of$144,282.70:
3.
All other provisions of the contract,which are not expressly amended herein, shall
remain in full force and effect.

Dear Mr.Sahu:
Attached please find proposals for additional geotechnical services which were requested
by Mr.Ed Oshinski at our meeting on March 21,2001 at the Airport. The additional
scope includes additional geotechnical testing in order to verify the information provided
by Terra-Mar,Inc.in November of 1994.- The total for the additional services.is $12,910.
It is important that we receive approval for these additional services as soon as possible
so that we can finalize our schedule for the work.

Dear Mr. Kirschbaum:
We are pleased to submit this proposal for geotechnical engineering services for the project
referenced above. This proposal includes a description of the project, scope of work, estimated
fee,Vnd project schedule.
PROJECT DESCRIPTION
The project consists of overlying the existing runway and extending the runway to the south.
The existing runway consists of 10 inches of reinforced concrete pavement. A 200-foot long
shoulder currently exist beyond the south end of the runway. We understood that this 200-foot
shoulder will be removed and the runway expanded for a length of 500 feet. A new 200-foot
long shoulder,will be constructed beyond the runway expansion.
SCOPE OF WORK
The geotechnical investigation performed for the referenced project will consist of field and -
laboratory investigations, engineering analysis, and .a report prepared 6y a Registered.

Field investigation
We understand that the field investigation will have to be performed at night between the hours
of 10:00 p.m. and 6:00 a.m. We further understand that no special requirements will be
necessary for accessing the runway area.

The field investigation will consist of drilling sixteen (16) test borings along the existing runway
and drilling 5 test borings in the vicinity of the proposed 500-foot runway extension. The test
borings will be drilled to depths of 10 feet below existing grade. We plan to use Wo drilling rigs
in order to complete the field work in one night. .
Prior to drilling, the existing runway and shoulder will be cored using an B-inch diameter core
barrel and a coring machine. The core samples will be measured for thickness and then given
to the client. We anticipate that 18 areas will have to be cored (16 through the runway and 2
through the shoulder).
Subsurace soil samples will be secured with thin walled tube and/or split spoon samples
depending on soil type and consistency. Roc% encountered.in.the borings will be evaluated
using the Texas Department of Transportation Penetrometer(TxDOT Cone).All samples will be
properly logged, packaged• sealed, and placed in a core box for transportation to the laboratory.
The test borings will be backfilled and the pavement patched upon drilling completion.
Alliance Geotechnical Group assumes that we will have the right-of-entry and that the boring
locations will be accessible to our conventional truck mounted drilling equipment. Should
unusual soil conditions be encountered, we will call you with a recommendation and cost
estimate to explore these unusual conditions.
We understand Una l:underground utilities present in the subject area will be identified and mark
by others prior to beginning the field work. Alliance Geotechnical Group cannot be responsible
for damage to underground utility lines that are not identified before mobilization of drilling
equipment to the site.

Laboratory {nvestigation
Laboratory tests will be conducted to classify the soil and to evaluate the volume change
potential and strength of the soil and rock present at the site. Soil classification tests will consist
of Atterberg limits (plasticity Index), moisture content, and dry unit weight. The strength of the
soil will be measured using unconfined compression tests and estimated using hand
penetrometer test. The volume change potential of the soils will be evaluated by swell tests.
Lime series tests will be performed in order to determine the optimum amount of lime required
to stabilize the subgrade in the expansion area, Laboratory CBR tests will be performed on
representative soil samples obtained in the proposed runway extension area.
Engineering Analyses
Results of field and laboratory work will be presented in an engineering report. The report will ,
include the following,
1. Site reconnaissance, field coordination, boring marking; and utility clearan:e. -
2. Plan of borings, boring logs,water level observations, and laboratory test results.
3. Fill placement recommendations for the runway extension area.
4. Subgrade stabilization recommendations for the runway extension area.

5. Comments on the presence and effect of expansive soils on the proposed new pavement.
Estimated differential movements between the existing runway and the proposed extension
will also be included. Alternative methods of reducing any anticipated shrink/swell
movements associated with expansive clays will be included.
6. Pavement overlay evaluations and design studies for overlays and the proposed runway
extension are not within the proposed scope of our services.These studies, evaluations and
recommendations are to be provided by others.
GEOTECHNICAL FEES AND PROJECT SCHEDULE
A specific scope of work and itemized fees are attached herewith. Based on the scope of work
detailed herein, the total cost of the investigation will not exceed 512,970.00 without prior
authorization,
Alliance Geotechnical Group, Inc. is prepared to commence work on this project within a few
days of authorization to proceed (weather permitting). We estimate that a final report will be
completed within 3 to 4 weeks after receiving authorization to proceed. If this proposed
schedule is insufficient to meet your deadlines, please tet us know because we are committed -
to meeting your deadlines.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Capital Projects Reserve Fund in the amount of $12,910.00 from available funds; and
2. Authorize the transfer of $12,910.00 from the Capital Projects Reserve Fund to the Aviation
Improvements Capital Projects Fund; and
3. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in
the Aviation Improvements Capital Projects Fund in the amount of $12,910.00; and
4. Authorize the City Manager to execute Amendment No.1 with DMJM Aviation for an Engineering
Report and Facility Recommendation for Runway 16U34R at Fort Worth Meacham International
Airport in the amount of $12,910.00.
DISCUSSION:
On February 20, 2001 (M&C C-18463), the City Council approved a contract with DMJM Aviation for an
engineering report and facility recommendation on Runway 16U34R at Fort Worth Meacham
International Airport for $131,372.70.
This Amendment includes additional geo-technical services that were unanticipated in the original
scope of work, and will revise the original contract amount to $144,282.70. The total cost of the project
is estimated to be $25 million. The Federal Aviation Administration will fund 90% of the project
including preliminary engineering, design, construction, inspection, and testing, with the remaining 10%
funded by the City. The $12,910.00 for additional engineering service agreement is an eligible expense
and will be credited as a portion of the City's 10% local match when the grant is awarded.
