AMENDMENT TO ENGINEERING CONTRACT

WHEREAS, the City of Fort Worth(City) and Alan Plummer Associates, Inc. (ENGINEER)
made and entered into City Secretary Contract No. 27615, the"Contract")on the 26th day of
March 2005; and
WHEREAS, the Contract involves engineering services for the following project:
Wastewater Diversion from East of Eagle Mountain Lake Drainage Basin
to Big Fossil Creek Drainage Basin and Low Pressure Sewer System to
Serve the South Shore of Lake Worth
WHEREAS, it has become necessary to amend said Contract to include an increased scope of
work and revised maximum fee;
NOW, therefore, CITY and ENGINEER, acting herein by and through their duly authorized
representatives, enter into the following agreement,which amends the Contract:

Attachment A as referenced in Article I of the Contract is amended to include the additional
engineering services specified in a proposal letter dated September 6, 2005, a copy of which is
attached hereto and incorporated herein. The cost of CITY for additional services to be performed by
ENGINEER shall not exceed$286,777.
2.
Article II of the Contract is amended to provide for an increase in the maximum fee to be
paid to ENGINEER for all work and services performed under the Contract, as amended, so that the
total fee paid by the CITY for all work and services shall not exceed the sum of$1,460,695.78.
3. -
All other provisions of the Contract,which are not expressly amended herein, shall remain in
full force and effect.

SUPPLEMENTAL SCOPE OF SERVICES
(SUPPLEMENT TO ATTACHMENT "A")
DESIGN SERVICES: WATER AND/OR SANITARY SEWER IMPROVEMENTS
The following is a clarification of the tasks that the ENGINEER will perform under ATTACHMENT
"A". Work under this attachment includes engineering services for water and/or sanitary sewer
improvements for the following:
BASIC ENGINEERING SERVICES
Work under this exhibit includes design of a 16-inch water transmission pipeline from
Goodnight Circle to the Turtle Creek Development, approximately 11,800 linear feet in
length.
Upon receipt of notice to proceed, the ENGINEER will perform the following tasks:
PART A— PRE-ENGINEERING
1. Initial Data Collection
a. Pre-Design Coordination Meetings
ENGINEER will attend and document meetings, as required, to discuss and
coordinate various aspects of the project and to ensure that the project stays on
schedule. For purposes of establishing a level of comfort, two (2) meetings are
anticipated. These include the following:
One (1) pre-design kick-off meeting, (including the CITY's Department of
Engineering and other departments that are impacted by the project).
One (1) review meeting at completion of the City's review of the conceptual
engineering plans.
b. Data Collection
In addition to data obtained from the City, ENGINEER will research and
make efforts to obtain pertinent information to aid in coordination of the
proposed improvements with any planned future improvements that may

influence the project. ENGINEER will also identify and seek to obtain data
for existing conditions that may impact the project including; utilities, City
Master plans, property ownership as available from the Tax Assessor's
office.
The data collection efforts will also include conducting special coordination
meetings with affected property owners and businesses as necessary to
develop sewer re-routing plans.
The following shall be applicable at all locations where it is necessary to
relocate or reroute the existing private sanitary sewer service line due to
the abandonment or realignment of the existing public sanitary sewer
lateral or main:
The CITY shall furnish the Engineer with a sample format of how the sewer
service line reroute/relocation should be designed and submitted for
construction. During design survey, if a rod can be inserted through the
cleanout to the bottom of the service line, the Engineer will obtain the flow
line elevation and design the service line prior to advertising the project for
bid. If the service flow line information cannot be obtained during design
survey, the Engineer shall delay the design of the sewer service line until
after the start of construction. The CITY will then direct the Contractor to
de-hole the service line at the clean-out location of all buildings or
structures so that the Engineer's surveyor can determine the flow line of the
sewer service line. The Engineer shall use this information to provide the
design for the sanitary sewer service line to be rerouted or relocated.
C. Coordination with Other Agencies
During the concept phase the ENGINEER shall coordinate with all utilities,
including utilities owned by the City, TxDOT and railroads. These entities
shall also be contacted if applicable, to determine plans for any proposed
facilities or adjustment to existing facilities within the project limits. The
information obtained shall be shown on the concept plans. The ENGINEER
shall show the location of the proposed utility lines, existing utility lines and
any adjustments and/or relocation of the existing lines within the project
limits. ENGINEER shall complete all forms necessary for City to obtain
permit letters from TxDOT and railroads and submit such forms to the City.
City shall be responsible for forwarding the forms to the affected agencies
for execution.

d. Prepare and submit a Preliminary Design Memorandum containing the route
alternatives (three main routes and five subroutes of the preferred route) for the
water transmission pipeline including:
1) Determine pipeline alignments by reviewing route options, advantages and
disadvantages and recommending a proposed route. Modifications to the
preferred route will be made based upon investigations of these conflicts
and issues.
2) Provide preliminary opinion of probable cost.
3) Attend three (3) meetings with the CITY and Lakeside representatives to
review and obtain approval to alternative analysis.
2. Schedule Submittal and Monthly Progress Report
The ENGIENER shall submit a progress schedule after the design contract is fully
executed. The schedule shall be updated and submitted to the CITY along with monthly
progress reports as required under Attachment B of the contract.
PART B -CONSTRUCTION PLANS AND SPECIFICATIONS
1. Conceptual Engineering
i. Surveys for Design
a. ENGINEER will perform field surveys to collect horizontal and vertical
elevations and other information which will be needed for use by the
ENGINEER in design and preparation of plans for the project.
Information gathered during the survey shall include topographic
data, elevations of all sanitary and adjacent storm sewers, rim/invert
elevations, location and buried utilities, structures, and other features
relevant to the final plan sheets. For sewer lines located in alleys or
backyards, ENGINEER will obtain the following:
Obtain permission for surveying through private property.
Locate horizontal and vertical alignment of utility lines. Tie
improvements, trees, fences, walls, etc., horizontally along rear lines
in an approximately 50' wide strip. In addition, locate all rear house
corners and building corners in backyards.
Profile existing water and/or sewer line centerline.

Compile base plan from field survey data at 1"-40' scale.
Obtain permission for surveying through private property. Locate
horizontal and vertical alignment of utility lines, existing utilities, trees,
fences, walls, etc., horizontally along rear lot lines in an
approximately 20' wide strip. In addition, locate all rear house corners
and building corners in backyards. Compile base plan from field
survey data at 1" = 40' horizontal and 1" =4'vertical scale.
When conducting design survey at any location on the project, the
consultant or its sub-consultant shall carry readily visible information
identifying the name of the company and the company
representative. All company vehicles shall also be readily identified.
b. Engineer will provide the following information:
All plans, field notes, plats, maps, legal descriptions, or other
specified documents prepared in conjunction with the requested
services shall be provided in a digital format compatible with the
electronic data collection and computer aided design and drafting
software currently in use by the CITY Department of Engineering.
All text data such as plan and profile, legal descriptions, coordinate
files, cut sheets, etc., shall be provided in the American Standard
Code for Information Interchange (ASCII) format, all drawing files
shall be provided in MicroStation (DGN) or Autocad (DWG or DXF)
format (currently Release 2002), or as otherwise approved in writing
by the CITY, and all data collected generated during the course of
the project shall become the property of the CITY.
The minimum information to be provided in the plans shall include
the following:
1. A Project Control Sheet, showing ALL Control Points, used
or set while gathering data. Generally on a scale of not less
than 1:400:
2. The following information about each Control Point;
a. Identified (Existing City Monument #8901, PK Nail,
5/8" Iron Rod)

b. X, Y and Z Coordinates, in an identified coordinate
system, and a referred bearing base. Z coordinate
on City Datum only.
C. Descriptive Location (Ex. Set in the centerline of the
inlet in the South curb line of North Side Drive at the
East end of radius at the Southeast corner of North
Side Drive and North Main Street).
3. Coordinates on all P.C.'s, P.T.'s, P.I.'s, Manholes, Valves,
etc., in the same coordinate system, as the Control Points.
4. No less than two bench marks plan/profile sheet.
5. Bearings given on all proposed centerlines, or baselines.
6. Station equations relating utilities to paving, when
appropriate.
7. Obtain the "foot print" of all properties where the sanitary
sewer service line is to be relocated or rerouted.
ii. Public Notification
Prior to conducting design survey, ENGINEER will notify affected
residents of the project in writing. The notification letter shall be on
company letterhead and shall include the following: project name,
limits, DOE project no., Consultant's project manager and phone
no., scope of survey work and design survey schedule. The letter
will be reviewed and approved by the City prior to distribution.
iii. Conceptual Engineering Plan Submittal
a. Conceptual plans shall be submitted to City 1.days after
Notice to Proceed Letter is issued.
b. The ENGINEER shall perform conceptual design of the
proposed improvements and furnish four (4) copies of the
concept engineering plans which include layouts,
preliminary right-of-way needs and cost estimates for the
ENGINEER's recommended plan. ENGINEER shall perform

remaining field surveys required for final design of selected
route(s). The ENGINEER shall also evaluate the phasing of
the water, sanitary sewer, street and drainage work, and
shall submit such evaluation in writing to the City as a part
of the concept phase of the project. All design shall be in
conformance with Fort Worth Water Department policy and
procedure for processing water and sewer design.
ENGINEER shall review the City's water and sewer master
plan, other pertinent design information and provide a
summary of findings pertaining to the proposed project.
2. Preliminary Engineering
Upon approval of Part B, Paragraph iii (b), ENGINEER will prepare
preliminary construction plans as follows:
a. Overall water and/or sanitary sewer layout sheets and an
overall easement layout sheet(s).
b. Preliminary project plans and profile sheets on 22" x 34"
sheets which show the following: Proposed water and/or
sanitary sewer plan/profile and recommended pipe size, fire
hydrants, water service lines and meter boxes, gate valves,
isolation valves, manholes etc., related appurtenances and
all pertinent information needed to construct the project.
Legal description (Lot Nos., Block Nos., and Addition
Names) along with property ownership shall be provided on
the plan view.
C. For sewer lines, pipelines schedule for point repairs,
rehabilitation and replacement will be located on the base
sheets prepared from survey information gathered under
Part B, Paragraph b. Conflicts shall be resolved where
pipelines are to be rehabilitated on the same line segment.
Base sheets shall reference affected or adjacent streets.
Where open-cut and trenchless technology construction is
anticipated, below and above ground utilities will be located
and shown on the base sheets, per approval of subsurface
utility engineering allowance in Special Services.

d. Existing utilities and utility easements will be shown on the
plan and profile sheets. ENGINEER will coordinate with
utility companies and the City of Fort Worth to determine if
any future improvements are planned that may impact the
project.
e. The design for sewer service line reroute/relocation will be
provided if the flow line elevation of the sewer service can
be determined from the cleanout location. If this elevation
cannot be determined during design survey, the design
shall be provided after award of the construction contract
as specified in Part A, Paragraph 1 b.
f. The ENGINEER shall make provisions for reconnecting all
identifiable water and/or wastewater service lines which
connect directly to any main being replaced, including
replacement of existing service lines within City right-of-
way or utility easement. When the existing alignment of a
water and sanitary sewer main or lateral is changed,
provisions will be made in the final plans and/or
specifications by the ENGINEER to relocate all service
lines which are connected to the existing main and
connect said service lines to the relocated main.
g. The ENGINEER will prepare standard and special detail
sheets for water line installation and sewer rehabilitation or
replacement that are not already included in the D-Section
of the City's specifications. These may include connection
details between various parts of the project, tunneling
details, boring and jacking details, waterline relocations,
details unique to the construction of the project, trenchless
details, and special service lateral reconnections.
h. Right-of-Way Research
The ENGINEER will conduct preliminary research for
availability of existing easements where open-cut
construction or relocation of existing alignments is probable.
Temporary and permanent easements will be appropriated
based on available information and recommendations will
be made for approval by the City.

i. Right-of-way/Easement Preparation and Submittal
Preparation and submittal of right-of-way, easements and
rights-of-entry will be in conformance with "Submittal of
Information to Real Property for Acquisition of Property".
j. Provide the services of land agents to assist in securing
easements for up to six (6) parcels.
1) A review of the Central Appraisal District Values will
be the basis to determine the price for negotiations.
2) This contract assumes that no Title Policies will be
purchased and ownership will be based on the
current owner of record with no research into liens or
other curative matters.
3) Qualified right-of-way agents will secure six privately
easements for the project. The initial offer will be
made and any counter offers will be submitted to the
City of Fort Worth for approval. Once approved, the
project will be coordinated for closing and payment
delivery from the City to the property owner and
have the easement signed and recorded.
4) A project file will be maintained throughout the
project on a per parcel basis and the recorded
documents will be returned to the City at the end of
the project.
5) No condemnation is included in this scope of
services.
6) The ENGINEER will purchase the easements at an
approved price up to $5,000 per easement for six
easements for a total sum of up to $30,000. Special
Services does not include this $30,000 allowance.
The ENGINEER will be reimbursed after a total
expenditure has been identified.
j. Utility Clearance Phase
The ENGINEER will consult with the City's Water
Department, Department of Engineering, and other CITY
departments, public utilities, private utilities and government
agencies to determine the approximate location of above

and underground utflities, and other facilities that have an
impact or influence on the project.
ENGINEER will design City facilities to avoid or minimize
conflicts with existing utilities.
The ENGINEER shall deliver a minimum of 13 sets of
approved preliminary construction plans to the City's Utility
Coordinator for forwarding to all utility companies, which
have facilities within the limits of the project.
k. Preliminary construction plan submittal
i. Preliminary plans and specifications shall be
submitted to City after approval of Part B,
Paragraph 3 iii (b).
ii. The ENGINEER shall deliver five (5) sets of
preliminary construction plans and five (5) sets of
specifications and contract documents to CITY for
review. Generally, plan sheets shall be organized as
follows:
Cover Sheet
General Notes/Legend
Easement layout (if applicable)
Abandonment
Plan & Profile Sheets
Standard Construction Details
Special Details (If applicable)
iii. The ENGINEER shall submit a preliminary estimate
of probable construction cost with the preliminary
plans submitted. ENGINEER shall assist City in
selecting the feasible and/or economical solutions to
be pursued.
I. Review Meetings with City
The ENGINEER shall attend one meeting with CITY to discuss
review comments for preliminary submittal. The CITY shall

direct the ENGINEER in writing to proceed with Final Design for
Final Review.
m. Public Meeting
After the preliminary plans have been reviewed and approved
by the City, the ENGINEER shall prepare project exhibits,
provide the CITY with the database listing the names and
addresses of all residents and business to be affected by the
proposed project, and attend up to two public meetings to help
explain the proposed project to residents. The CITY shall select
a suitable location and mail the invitation letters to the affected
customers.
3. Final Construction Plan Submittal
a. Final Construction Documents shall be submitted to CITY 15 days after
approval of Part B, Paragraph 2 k.
Following CITY approval of the recommended improvements, the
ENGINEER shall prepare final plans and specifications and contract
documents to CITY (each plan sheet shall be stamped, dated, and signed
by the ENGINEER registered in State of Texas) and submit five (5) sets of
plans and construction contract documents within 15 days of CITY's final
approval. Plan sets shall be used for Part C activities.
b. ENGINEER's Estimate of Probable Construction Cost
The ENGINEER shall submit a final estimate of probable construction cost
with the final plans submitted.
C. Mylar Submittals
The ENGINEER shall submit a final set of mylar drawings for record
storage as follows:
1. Water and sanitary sewer plans shall be submitted as one
set of plans. Water and sanitary sewer plans shall be
separate from paving and drainage plans. All sheets shall

be standard size (22" x 34") with all project numbers
(Water/Sanitary Sewer and TPW) prominently displayed.
2. For projects where paving/grating/drainage improvements
occur on a Water Department funded project with no T&PW
funding involved, a separate set of mylars with cover sheet
shall be submitted for TPW.
3. Signed plans sets shall also be submitted as an Adobe
Acrobat PDF format (version 6.0 or higher) file. There
shall be one (1) PDF file for the Water plan set and a
separate PDF file for the TPW plan set. Each PDF file shall
contain all associated sheets of the particular plan set.

assigned and are in the Department of Engineering

PART C - PRE-CONSTRUCTION ASSISTANCE
Administration
a. Deliver Bid Documents
The ENGINEER will make available for bidding, upon request by the CITY, up to
fifty (50) sets of the final approved and dated plans and specifications and contract
documents for the projects to the CITY for distribution to potential bidders.
Proposal will be delivered in electronic format.
b. Bidding Assistance
The ENGINEER shall assist the CITY during this phase including preparation and
delivery of any additional addenda prior to bid opening to plan holders and respond
to questions submitted to DOE by prospective bidders. Engineer shall attend the
scheduled pre-bid conference.
The ENGINEER shall assist in reviewing the bids for completeness and accuracy.
The ENGINEER shall attend the project bid opening, develop bid tabulations in
hard copy and electronic format and return four (4) copies of the bid tabulation,
along with the contract documents to the City within three (3) working days after
bid openings.
C. Assistance During Construction
The ENGINEER shall attend the pre-construction conference for the project. The
ENGINEER shall also consult with and advise the CITY on design and/or
construction changes, if necessary.
1) Make an average of one (1) visit each month to the site for a 4-month
period beginning with the date of execution of a construction contract by
the CITY to observe the progress and the quality of work. The ENGINEER
shall become familiar with the progress and quality of the work completed

and will determine in general if the work when completed will be in
accordance with the contract documents.
2. Response to Design-Related Contractor Questions - The ENGINEER will
provide necessary interpretations and clarifications of contract documents
and respond to requests.
3. Review samples, catalog data, schedules, shop drawings, laboratory, shop
and mill tests of material and equipment and other data pursuant to the
General Conditions of the Construction Contract.
4. Conduct, in company with the CITY's representative, a final inspection of
the PROJECT for conformance with the design concept of the PROJECT
and general compliance with the contract documents, and review and
comment on the certificate of completion and the recommendation for final
payment to the CONTRACTOR.
5. Prepare record drawings including all contract changes as marked from the
CONTRACTOR's set of record drawings. Changes prepared in AutoCAD
will be provided as an Additional Service, if requested.
SPECIAL SERVICES
Special Services are those services known to be required for completion of the project that the
CITY agrees are to be furnished by the ENGINEER or by a subconsultant that are not included
in Basic Services. The services are not included in the scope of work of Basic Services or the
amount of compensation for Basic Services. The Special Services for this assignment are
described as follows:
1. Furnish the CITY when requested the engineering data necessary for applications
for routine permits required by local, state and federal authorities including general
Corps of Engineers 404 permits, Texas Department of Transportation, and County
Road Permit. Preparation of 404 mitigation plans or detailed applications and
supporting documents for government grants or loans, or environmental and/or
archeological surveys will be provided as Additional Services, if required; except as
specifically included as a Special Service.
2. Prepare a tree permit, in accordance with City of Fort Worth Standards for City of
Fort Worth property, identifying trees 6 inches and larger in size.
3. Prepare a stormwater pollution prevention plan (SWPPP) and submit to City
Environmental Department for review.

4. The City will provide its water distribution model in a format that can be imported
into EPAnet. The City will also provide projected system demands for
developments to be served by the proposed pipeline. The ENGINEER will confirm
system pressures along the proposed pipeline and make recommendations
for a PRV valve, if needed. Evaluation will be performed for the following
demand conditions:
a. average day
b. maximum day
C. peak hour
d. minimum demand (tank-filling)
ADDITIONAL SERVICES
Additional Services to be performed by the ENGINEER, if authorized by the CITY, which are not
included in the above-described BASIC ENGINEERING SERVICES or SPECIAL SERVICES,
may include, but are not limited by the following.
1. Any additional meetings with residents or state agencies not described in the Basic
Services.
2. Communicate with Residents:
a. Identify residents in the project area and other interested parties.
b. Assist City in preparing mailout information to residents.
C. Coordinate meetings with developed or City of Lakeside citizens during
project development:
3. In addition to data obtained from the CITY, ENGINEER will research and make
efforts to obtain pertinent information to aid in coordination of the proposed
improvements with any planned future improvements that may influence the
project. ENGINEER will also identify and seek to obtain data for existing
conditions that may impact the project including; utilities, City Master plans,
property ownership as available from the Tax Assessor's office.
4. Subsurface Geotechnical Investigations — Bore locations to be approved by the
CITY first, prior to conducting this task.
5. Preparing applications and supporting documents for government grants, loans, or
planning advances and providing data for detailed applications.
6. Revisions and changes required by OWNER for easement acquisition and/or other
reasons to the pipeline alignments or sizes, after approval of the final alignment.

7. Preparing Environmental, Archeological Surveys, Impact Assessments, or
Statement, and 404 Permit Applications except as specifically included in the
Basic or Special Services. Design or Construction Administration for Corps 404
Permit Mitigation Plan. Preparation of mitigation plan annual reports
documenting survivability for five years after construction.
8. Appearing before regulatory agencies or courts as an expert witness in any
litigation with third parties including condemnation proceedings arising from the
development or construction of the project, including the preparation of
engineering data and reports for assistance to the OWNER.
9. Investigations involving detailed consideration of operation, maintenance and
overhead expenses, and the preparation of rate schedules, earnings and expense
statements, feasibility studies, appraisals, evaluations, assessment schedules, and
material audits or inventories required for certification of force account construction
performed by the OWNER.
10. Providing additional topographic surveys beyond the limits set forth in Basic
Engineering or Special Services.
11. Provide shop, mill, field or laboratory inspection of materials and equipment.
12. Furnishing engineering services during construction including general
representation and resident representation as the OWNER's on-site representative
during the construction phase.
13. Assisting the OWNER in claims disputes with Contractor(s).
14. Performing investigations, studies and analyses of substitutions of equipment
and/or materials or deviations from the Plans and Specifications.
15. Assisting OWNER or Contractor in the defense or prosecution of litigation in
connection with or in addition to those services contemplated by this Agreement.
Such services, if any, shall be furnished by ENGINEER on a fee basis negotiated
by the respective parties outside of and in addition to this Agreement.
16. Sampling, testing or analysis beyond that specifically included in Basic Services.
17. Attending meetings and developing data and information required for zoning
and/or plat approvals of construction sites, except as included in Basic Services.

18. Attending additional meetings not detailed in the Basic Engineering Services as
requested by OWNER.
19. Providing additional copies of Plans and Specifications.
20. Provide expert witness testimony as required for condemnation hearings, including
the preparation of engineering data and reports.
21. Preparation of an application for a Sand, Gravel, and Marl Permit and processing
of the permit application(s).
22. Preparation of a Biological Assessment, if requested by TPWD or USFWS.
23. Prepare an Environmental Assessment (EA) that provides the information required
by TNRCC, Corps, and other Agencies.
24. Any additional services, which may be required by the OWNER for completion of
the project that are not included in the Basic Services or Special Services.
25. Utility locations by test excavations or "D" holing or Subsurface Utility Engineering
(SUE).

26. EASEMENT STAKING - Stake proposed easement (where requested) to show
property owner on the ground limits of the easement. The limits of the proposed
easement will be staked at 200-foot intervals and at all PCs, PTs, and property
lines.
27. WATER STAKING: Provide an offset stake at 50' intervals (25' intervals in curves
if required) and at valves, tees, and at all horizontal or vertical angle points with a
cut to top of pipe or flow line of pipe (depending on the proposed size). Provide
centerline elevation at 50' intervals. Provide a location of proposed services for
construction purposes and for as-built purposes. Provide offset location and grade
stakes for proposed fire hydrants and water meters with a cut/fill to the proposed
top of curb. Stake easements and property lines where applicable. Provide
property ties to all valves, hydrants, tees, horizontal or vertical bends and other
appurtenances. Line and grade shall be set to a tolerance of+/-0.01 ft.
28. "AS STAKED" RECORD OF THE CONSTRUCTION: Throughout the process of
all construction, locate and record anything that does not conform with the
construction plans. A drawing of the project layout with dimensions and a
coordinate list must be submitted.

A copy of sample field notes that must be provided is attached. The field notes
must include the following information:
a. For water lines;
Pipe size and type, its location in the street along with ties to property lines
and a water intersection sketch. Cut and fill documentation. Property ties to
all service locations.
29. COORDINATION WITH CITY INSPECTOR/CONTRACTOR: Engineer's surveyor
is expected to work with contractor to provide any special requests contractor may
have providing the scope of work described above is not exceeded. It is expected
that a few stakes will be knocked out during dirt work. Providing that the number of
disturbed stakes is minor, the Engineer's surveyor shall replace these stakes at no
extra cost. If additional major restaking is required, the consulting engineer's
surveyor, shall provide the additional work at an agreed upon hourly rate. Major
restaking may be required if a substantial number of the initial stakes are knocked
down as a result of the contractor's activity and there are not enough stakes left to
construct the project. The contractor shall be responsible for paying the consulting
engineer for this additional work. The City inspector assigned to the project shall
be responsible for determining what constitutes minor and major restaking.
30. INCIDENTAL PRE-CONSTRUCTION STAKING: Right-of-way flagging, back of
curb location, curb radii (to determine pole location)for utility clearance.
31. SPECIAL CONDITIONS:
a. The City Inspector assigned to the project shall oversee all construction
staking activity. All documentation including field notes, cut and/or fill notes,
grades, "as staked" information etc., shall be provided to the City inspector
and shall be sealed and signed by a surveyor licensed in the State of
Texas.
b. The Engineer's Surveyor shall attend the pre-construction conference.
C. The Engineer's Surveyor shall meet with City Inspector and Contractor to
coordinate surveying schedule and needs prior to beginning work.
d. The Engineer's Surveyor shall stake each utility separately and at different
times with sanitary sewer first, water second, storm drain third and roadway
construction fourth and shall provide enough construction staking
information so that the projects can be constructed as designed.

RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an amendment to the cc
with Alan Plummer Associates, Inc., for the design of a water transmission line to serve the Turtle Cree
Development in the amount of $286,777, increasing the total contract amount to $1,460,695.78.
DISCUSSION:
On March 26, 2002, (M&C C-19022) the City Council authorized the execution of an engineering agree
with Alan Plummer Associates, Inc., in the amount of$958,152 for the design of a wastewater diversior
Eagle Mountain lake drainage basin to the Big Fossil Creek Basin and the design of the Lake Worth Sc
Shore Sewer System. Subsequent amendments, providing for additional engineering and design work
associated with the Lake Worth Low Pressure Sewer System, increased the contract amount to
$1,173,918.78.
This design contract calls for the engineering and design of approximately 11,900 linear feet of 16-inch
main from the intersection of Goodnight Circle and Silver Creek to the intersection of Emus Drive and
Confederate Park Road. Initially the line will serve the Turtle Creek Addition, which is currently connec
the City of Lakeside water system. This will fulfill a commitment made to the City of Lakeside, which pr
for temporary service to Turtle Creek until Fort Worth was able to extend a water main to serve that are

Alan Plummer is in compliance with the City's M/WBE Ordinance by committing to 24% MM/BE particil
