HomeMy WebLinkAboutResolution 2329A Resolution Opposing Legislative Riders That Would Undermine the Wright Amendment No~2,~ ~~ WHEREAS the Cities of Dallas and Fort Worth together developed D/FW International Airport and are the joint owners of the airport; and WHEREAS this jointly owned airport was developed after the federal Civil Aeronautics Board (CAB) ordered the Cities of Dallas and Fort Worth to develop a joint airport and halt operations at their individua{ airports, Greater Southwest International Airport in Fort Worth and Love Field in Dallas, after concluding the efforts by Dallas and Fort Worth to develop large separate airports in their respective cities would risk public safety increase congestion, and reduce the total amount of airline traffic that could come to north Texas; and WHEREAS the Cities of Dallas and Fort Worth agreed (as a covenant in the D/FW Bond Ordinance) to phase out all certificated air carrier service at their other airports including Greater Southwest Intemational Airport and Love Field, and to optimize development of D/FW International Airport; and WHEREAS the City of Fort Worth closed the Greater Southwest International Airport in reliance on this agreement and the City of Dallas agreed to halt certificated air carrier service at Love Field to develop D/FW International Airport; and WHEREAS more than $2 billion in bonds have been issued under the terms of the D/FW Bond Ordinance and hundreds of millions in contracts have been signed in reliance on this ordinance and WHEREAS the Wright Amendment was enacted to affirm the focal decisions made by the Cities of Dallas and Fort Worth to develop DIFW Intemational Airport and still permit some very limited operations at Love Field and WHEREAS changes to the Wright Amendment could undermine the arrangements made by both the cities, open a flood of litigation between bond holders, contract holders and airlines that operate at D/FW International Airport; decrease the efficiency and viability of D/FW International Airport; and potentially risk public safety CITY OF FORT WORTH NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS THAT Congress should not include legislative riders on appropriations bills that would have the effect of undermining the Wright Amendment and threatening air travel to north Texas and THAT the Senate should accede to the House during the conference committee regarding the Transportation Appropriation legislation and should remove the legislative rider that would have the effect of undermining the Wright Amendment.
