Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:08 p.m. on Tuesday, January 9, 2018, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda M&C C-28533 will be continued to the January 23, 2018, meeting. b. Upcoming and Recent Events Annual Martin Luther King Jr. Holiday Celebration: Thursday, January 11, 2018,Noon— 1:00 p.m., Council Chamber Friday, January 12, 2018, 11:30 a.m. - 1:30 p.m.,North End Plaza of City Hall City Hall will be closed on Monday, January 15, 2018 in observance of Dr. Martin Luther King day. Next Council Work Session and Council meeting will be January 23, 2018. Victory Forest Community Center opened January 8,2018, and a grand opening is scheduled for Mach 3, 2018. Organizational Updates and Employee Recognition(s) Randle Harwood, Planning and Development Director, introduced DJ Harrell and announced his promotion to Assistant Director for the Planning and Development Department. Mayor Price recognized Annette Henderson(Public Information Coordinator, City Secretary's Office) and Kathleen Parramore (Customer Service Rep, City Manager's Office) for the Cheer they received in the Star Telegram, December 16, 2017, from Riley Cantrell for their customer service and compassion. Council Member Moon recognized several member of the Water Department for their response to a sewer line break. d. Informal Reports 1. IR 10083: Gateway Monument Signs 2. IR 10084: Impact of the Federal Tax Cuts and Jobs Act on the City of Fort Worth's Bond Program 3. IR 10085: Amendment No. 3 to Economic Development Program Agreement with Carlyle/Cypress West 7th, LP to Remove Certain Parcels from the Development 4. IR 10086: Regulations for Pylon Signs 5. Current Agenda Items - City Council Members Council Member Bivens requested that M&C G-19201 be removed from the Consent Agenda for individual consideration. ZC-17-182 - (COUNCIL DISTRICT 8 - Kelly Allen Gray) - ADMA Holdings, LLC, 2016 and 2020 E. Lancaster Avenue; from: "FR" General Commercial Restricted and "J" Medium Industrial To: PD/FR Planned Development for all uses in "FR" General Commercial Restricted plus tow yard; site plan included (Recommended for Approval by the Zoning Commission) (Continued from December 5, 2017 by Council Member Allen Gray) This item is ready to move forward. 4. Overview of Significant Zoning Cases — Dana Bumhdoff, Planning and Development Department 5. Update on Convoy of Hope Fort Worth - Steve Pulis, Convoy of Hope Mr. Steve Pulis, Convey of Hope, provided statistics on the Convoy of Hope event held in Fort Worth on October 28, 2017. They had 5,204 guests and 1,371 registered volunteers. They plan to come back on September 28, 2019. 6. Briefing on the Results of the Transportation Impact Fee Study - Randle Harwood, Planning and Development and Jeff Whitacre, Kimley-Horn and Associates Mr. Randle Harwood, Planning and Development Department, and Mr. Jeff Whitacre, Kimley- Horn and Associates, provided a review of the results of the Transportation Impact Fee Study. The Capital Improvements Advisory Committee and Staff are recommending Option C (current rate with a 25% inflation factor applied). There will be Public Hearing at the January 9, 2017 Council Meeting and the 2017 Transportation Impact Fee Study and 2017 Impact Fee Collection Rates and their associated ordinances will be presented at the January 23, 2018, Council Meeting for adoption. 7. Briefing on City of Fort Worth Education Initiatives - Fernando Costa and Gleniece Robinson, City Manager's Office Assistant City Manager Fernando Costa and Ms. Gleniece Robinson, City Manager's Office, provided an update on the development of an Action Plan to achieve third grade reading proficiency by aligning city programs to achieve the goal of Read Fort Worth. 100% of third graders reading at grade level by 2025. A status plan will be presented in March 2018, final report in July 2018, implementation in January 2019. 8. Enterprise Resource Planning Update - Kevin Gunn, IT Solutions Department and Aaron Bovos, Financial Management Services Department This presentation will be provided at the January 23, 2018, Work Session. City Council Requests for Future Aaenda Items and/or Reports Council Member Moon requested a Revenue Manual with history and detail on the various revenue line items. Mayor Price requested an update on Cyber Security. 10.
