AMENDMENT# 1
THIS AMENDMENT is made by and "between" the State of Texas, acting through the Texas
Department of Transportation, called the "State", and City of Fort Worth, acting by and through
its duly authorized officials, called the "Local Government."
WITNESSETH
WHEREAS, the State and the Local Government executed an agreement on
September 06, 2005; and,
WHEREAS, it has become necessary to amend that agreement to update the project estimate
and establish a maximum amount $3,000,000.00 of funding participation by the State and
Federal Funds;
NOW THEREFORE, in consideration of the premises and of the mutual covenants and
agreements of the parties, the State and the Local Government do agree as follows:

Adopt Resolution Authorizing Execution of Amendment Number 1 to the Precinct Line Road Bridge
Funding Agreement with the Texas Department of Transportation in the Amount of$3,788,800.00,
Establishing a Maximum Federal and State Participation of$3,509,000.00, and Execution of a Roadway
Funding Agreement with Texas Department of Transportation and Tarrant County in the Amount of
$10,665,534.00 for Additional Improvements to Precinct Line Road and Adopt Appropriation Ordinance
(COUNCIL DISTRICTS 4 and 5)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached Resolution authorizing execution of Amendment Number 1 to the Precinct Line
Road bridge Local Project Advanced Funding Agreement with the Texas Department of Transportation in
the amount of$3,788,800.00 for a new four-lane bridge and execution of a LPAFA with Texas Department
of Transportation and Tarrant County in the amount of$10,665,534.00 for additional improvements to
Precinct Line Road;
2. Authorize the transfer of$330,566.00 from the Street Improvements 2008 Fund to the Grant Capital
Projects Fund;
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grant Capital Projects Fund in the amount of$330,566.00 from available funds; and
4. Authorize payment to Texas Department of Transportation in the amount of$330,566.00 from the
Grant Capital Projects Fund for costs in accordance with the roadway Local Project Advanced Funding
Agreement.
DISCUSSION:
Under the previous Agreement, the timing of the Federal grant was unclear. In an effort to move forward,
Texas Department of Transportation (TxDOT) has agreed to manage this project with a maximum
obligation of$3,509,000.00. The City has been responsible for the design and environmental clearance,
and will participate with an additional $259,800.00 for construction.
To effectively deliver Precinct Line bridge and roadway improvements, the two existing projects are being
combined into one construction project that will be managed by TxDOT, but with separate funding
Agreements. Execution of Amendment No. 1 to the Precinct Line Road bridge Local Project Advanced
Funding Agreement (LPAFA)with TxDOT (M&C C-20868, City Contract No. 33117) will provide Federal
and State funds as shown in Table 1 to build a four-lane bridge. Execution of an additional LPAFA with

TxDOT and Tprrant County will provide federal, state, and Tarrant County funds as shown in Table 2 to
widen Precinct Line Road from two-lanes to four-lanes between SH 10 and Trammel Davis Boulevard
including intersection improvements at Trinity Boulevard.

Construction is scheduled to begin Fall 2013 with completion within 18 months.
This project is located in COUNCIL DISTRICTS 4 and 5, Mapsco 52Z, 66D, and 67A. TxDOT will manage
construction of both projects.

The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Grant Capital Projects Fund.

AMOUNT OF $10,665,534.00 FOR THE RECONSTRUCTION OF PRECINCT LINE ROAD
AS A FOUR LANE DIVIDED ARTERIAL BETWEEN SH 10 AND TRAMMEL DAVIS
BOULEVARD
WHEREAS, A Master Funding Agreement between the City of Fort Worth and the Texas
Department of Transportation ("State") has been adopted and states the general terms and
conditions for transportation projects developed through a Local Project Advanced Funding
Agreement (LPAFA); and
WHEREAS, the Texas Transportation Commission passed Minute Order 109667, dated
May 2004 that provides for the development of, and funding for, the bridge project described
herein; and
WHEREAS, the State and City of Fort Worth executed a Local Project Advance Funding
Agreement on September 6, 2005 for engineering and construction of the Precinct Line Road
Bridge over Walker Branch; and
WHEREAS, the City of Fort Worth desires to enter into Amendment Number 1 of the
Local Project Advance Funding Agreement to establish a Federal and State combined funding
participation amount of $3,000,000.00; and
WHEREAS, the Texas Transportation Commission passed Minute Order 113074, dated
April 2012 that provides for the development of, and funding for, the roadway project described
herein; and
WHEREAS, the City of Fort Worth desires to enter into a Local Project Advance Funding
Agreement with the Texas Department of Transportation and Tarrant County to widen Precinct
Line Road from 2-lanes to 4-lanes divided between SH 10 and Trammel Davis Boulevard to
include intersection improvements at Trinity Boulevard.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
The City Manager or his designee is authorized to execute Amendment Number 1 of the
Local Transportation Project Advance Funding Agreement (LPAFA) with the Texas Department
of Transportation (TxDOT) in the amount of $3,788,800.00 engineering and construction of a
new 4-lane bridge on Precinct Line Road over Walker Branch and execute a LPAFA with
TxDOT and Tarrant County in the amount of $10,665,534.00 for the reconstruction of Precinct
Line Road from 2-lanes to 4-lanes to include intersection improvements at Trinity Boulevard.
