COUNTY OF TARRANT §
WHEREAS, the City of Fort Worth (City) and Lockwood, Andrews &Newnam,
Inc., (Engineer) made and entered into City Secretary Contract No. 33118 (the Contract)
which was authorized by the City Council by M&C C-21236 on the 10th day of January
2006; and
WHEREAS,the Contract involves engineering services for the following project:
East Central Business District Storm Drain Watershed Planning Study
(Phase 2),City Project No. 00083.
WHEREAS, it has become necessary to execute Amendment No. 2 to said
Contract to include an increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
Contract:
1.
Article I of the Contract is amended to include the additional engineering services
specified in a proposal letter dated October 5, 2012, a copy of which is attached hereto
and incorporated herein. The cost to City for the additional services to be performed by
Engineer total $47,135.00.
2.
Article II of the Contract is amended to provide for an increase in the maximum
fee to be paid to Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall not exceed
the sum of$563,335.00.
3.
All other provisions of the contract,which are not expressly amended herein, shall
remain in full force and effect.

Dear Mr. Eubanks,
Lockwood,Andrews and Newnam, Inc. (LAN) has included herein for your consideration our proposal for
additional services for the East Central Business District Storm Drain Watershed Planning Study(Phase 2)
project, City Project No.00083. Additional compensation is requested to cover necessary effort for
developing a complete dataset for it to be used for InfoWorks hydrodynamic modeling that is not part of
the current scope of services, and to obtain finished floor elevations on a number of structures that
were identified as part of the initial study efforts to be in risk of flooding during the 1%annual chance
storm.
Developing a complete dataset includes preparation of documents and tables comparing survey data
from city-wide efforts to other potential sources,and reporting differences in data. It also includes fully
populating the data set.To fully populate the ECBD model database, multiple data sources and methods
are employed. Survey data from different sources are used to populate the ECBD data set, namely:the
East Downtown Storm Drain Structural Rehabilitation project,the ECBD SWMM project and the GIS data
collection effort. Once the survey data is applied,the model is supplemented with information gathered
from available as-built plans. Remaining gaps in the data are populated by data inferring and
engineering judgment.
We propose to provide the additional services for a not to exceed lump sum amount of$47, 135.00.A
revised project schedule is included in this proposal. We have included City of Fort Worth standards
Attachment"A"—Scope of Work,Attachment"B"—Compensation&Payment Schedule with Exhibits B-
1, B-2,B-3, B-3A and Amendment No. 2.

LAN will include 7.6% MWBE participation for this contract amendment.We appreciate the opportunity

SCOPE OF WORK
The purpose of this scope of work is to develop a complete dataset for it to be used for InfoWorks hydrodynamic
modeling and to obtain finished floor elevations on a number of structures that appear to be in risk of flooding
during the 100-yr storm event.
Professional Services
1. Complete Data Set for InfoWorks SD Models
a. Prepare documents and tables comparing survey data from city-wide efforts to other potential
sources
b. Report differences in data
c. Utilize survey data from various sources to populate trunk line invert elevations, namely:the East
Downtown Storm Drain Structural Rehabilitation project,the ECBD SWMM project and the GIS
data collection effort
d. Supplement data with information gathered from available as-built plans
e. Populate remaining gaps in the data by data inferring and engineering judgment.
2. Obtain Finished Floor Elevations (FFE)
a. Provide finished floor elevations and lowest adjacent grades for a select number of structures in
the Hillside Apartments property
b. Submit FFE data in the format as outlined in the FEMA guidelines and Specifications for Flood
Hazard Mapping Partners,Appendix N: Data Capture Guidelines and Appendix A:Guidance for
Aerial Mapping and Surveying.
Schedule
The scope shall be completed within 90 calendar days after receiving the executed amendment and the notice to
proceed from the City.

COMPENSATION AND PAYMENT SCHEDULE
1. Compensation
A. The Engineer shall be compensated a total lump sum of$47,135.00(forty seven thousand one
hundred and thirty five dollars). Payment of the total lump sum fee shall be considered full
compensation for the services described in Attachment"A"for all labor, materials,supplies and
equipment necessary to complete the scope of services.
B. The Engineer shall be paid in accordance with "Exhibit B-1,"supplement to Attachment"B."
Each invoice from the Engineer shall be verified as to its accuracy and compliance with the terms
of this contract by an officer of the Engineer.
C. Additional Tasks that may be assigned not currently in the Scope of Services may be billed and
paid on an hourly basis for actual hours worked and expenses incurred at an hourly billing rate
as provided in "Exhibit B-2." No additional Tasks will be performed without prior written
authorization from the City.
D. Professional Services Fee summary provided in "Exhibit B-3."
E. Total Project Fees including MWBE participation is provided in "Exhibit B-3A"
2. Schedule
The intent of the schedule is to complete the effort described in Attachment"A"and deliver a final
report within 180 calendar days after the Amendment No.2 is executed and "Notice to Proceed" letter is
issued.

METHOD OF PAYMENT
PROGRESS REPORT REQUIREMENTS
I. Method of Payment
Partial payment shall be made to the Engineer monthly upon City's approval of an invoice
from the Engineer outlining the current labor and expenses of the total project. The
budget does not include revisions to the scope after the NTP. If revisions are requested
by the City, a revision of scope and budget will be required.
II. Progress Reports
A. The Engineer shall submit to the designated representative of the Director of the
Department of Transportation/Public Works monthly progress reports covering all
phases of the analysis in the format required by the City.
B. Periodic reports concerning MWBE participation shall be submitted as required by the
MWBE Office.

independent persons other than staff members.
