WHEREAS, the City of Fort Worth (City) and Halff Associates, Inc. (Engineer)
made and entered into City Secretary Contract No. 33121 (the "Contract") on the 23 day of
January, 2006; and
WHEREAS, the Contract involves engineering services for the following project:
Henderson Street Storm Drain Watershed Planning Study (Phase 5), an Amendment to
City of Fort Worth Project No. 00078
WHEREAS, it has become necessary to amend said Contract to include an
increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the Contract:
1.
Article I, Section 1 of the Contract is amended to include the additional engineering
services specified in a proposal letter dated May 17, 2010, a copy of which is attached
hereto and incorporated herein. The cost to City for the additional services to be
performed by Engineer is $600,400.
2.
Article III of the Contract is amended to provide for an increase in the maximum
fee to be paid to Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall not exceed
the sum of$1,659,540.
3.
Engineer acknowledges its commitment to obtain 11% M/WBE participation for
this amendment. The Engineer's commitment for the Contract remains unchanged.
4.
All other provisions of the Contract, which are not expressly amended herein, shall -
remain in full force and effect. ; �� �

Scope of Work
Preface
Halff Associates, Inc(Halff)has been under contract with the Storm Water Division of the City of Fort
Worth Transportation and Public Works Department since 2005 in several roles. Among these roles are
program management for the City's ongoing Neighborhood and Open Channel Study Program. In this
capacity Halff has provided contract administration services,technical quality assurance and quality
control (QA/QC)for those studies under contract, and other services. More recently, Halff has provided
its expertise to the City for its GIS Storm Water Inventory project, which includes several tasks such as
QA/QC of GIS data and the resultant InfoNet product. Finally, Halff has been responsible for updating the
Fort Worth Local Drainage Criteria Manual. It is the intent of the City to have Halff Associates continue in
this capacity.
A. Storm Water Management System Inventory and GIS Program Development Oversight and
Quality Control
With the assistance of Halff Associates, Inc.,the City of Fort Worth has developed a Storm Water GIS
Program. The City is currently in the process of implementing this program. During the ongoing
implementation of this project, Halff will continue to provide general oversight and assist with quality
control of the GIS database. The following consulting services will include assistance with the following
tasks:
1. Defining a quality control process, steps and guidelines
2. Integrating the InfoNet product for QC of the GIS data
3. Creating tools to ensure the quality and accuracy of the GIS database
a. Random sampling
b. Topology
c. Others if needed
4. Reviewing the GIS database as data is delivered throughout the data development process
5. Developing a maintenance plan for the GIS database
6. Processing approved 2009 TNRIS LIDAR data into a bare-earth surface terrain model and
developing two-foot contours from the terrain model
7. General consulting services and assistance with the GIS program implementation
B. Neighborhood and Open Channel Study Assistance
The City is currently conducting open channel and neighborhood drainage studies to review the current
drainage conditions in more than 30 watersheds and to identify and evaluate potential improvements in
various watersheds throughout the city. The task will be to provide continuing assistance to the City in the
program.
The goals of this task are to assist the City in:
a. Assist coordination of meetings between Storm Water Management and other consultants
b. Provide guidance to consultants for the management and review of GIS data including
topography, stream centerlines, and cross section layouts.

C. Provide administration assistance to the City for the review and coordination of a
standardized scope of services, fee and schedule for each consultant selected by the City.
This includes all awarded studies in which consultants have not submitted information to
Halff(including 10 additional studies that have not been awarded as of yet).
d. Provide detailed review of hydraulic cross-section layout and proposed survey cross-section
layout.
e. Perform detailed technical review of hydrologic and hydraulic modeling and floodplain
mapping (all studies).
f. Perform cursory review of final report to ensure report format, as shown in scope of
services, is being followed appropriately. No additional detailed reviews of the report will be
prepared, unless requested by City staff.
g. Deliverables and Reports - Monthly progress reports will be prepared. Individual QA/QC
reports regarding detailed technical review of open channel studies by Halff staff will be
submitted to the City upon completion of the reviews. QA/QC reports will provide technical
details of the review and if consultants are following appropriate format provided in scope of
work. Halff will maintain project organization of data.
C. Updates to Storm Water Local Design Criteria Manual
Halff Associates will coordinate with City staff to develop an updated Local Criteria Section (LCS)of the
City's (CFW)Storm Water Management Design Manual, current version dated March 2006. This task is
expected to be completed on or before July 1, 2010. Effort for this task is summarized below:
a. Complete updates of Drainage Detail Sheets: SD-019 Concrete Riprap and new SD-025
(Backfill of RCP Storm Drain).
b. Assist CFW in sub-committee meetings concerning four(4) issues that were identified at the
Storm Water Management Public Meeting on January 26, 2010 in the City Council
Chambers.
C. Update the December 2009 draft of the CFW Local Criteria Manual (LCM) to incorporate
comments from January 26th meeting, follow on sub-committee meetings and Steve
Eubanks February 2010 e-mails.
d. Respond to comments from CFW on updated draft of LCM and prepare Final Version of
2006 Format LCM. Furnish this version in digital format for CFW's use.
In addition, Halff will convert the Local Criteria Manual from the 2006 format to the new 2010 format. This
task is expected to be completed on or before December 31, 2010. Effort for this task is summarized
below:
a. Prepare "Preliminary Draft" of 2010 Criteria Manual by converting Final LCM into new 2010
format. This conversion will NOT include incorporation of previous "For Guidance" issues
such as Erosion Control Volume and Water Quality Measures.
b. Respond to comments from CFW on "Preliminary Draft" of Criteria Manual and prepare
"Final Draft".
D. Development of Grading Permit
Halff Associates will assist the City with the development of a Grading Permit for the City of Fort Worth.
This task is expected to be completed on or before December 31, 2010. Effort for this task is summarized
below:
a. Provide additional research on Grading Permits procedures, and other measures used to
control non-platted development and "in-fill" development. Sources will include but are not
limited to other Halff offices as well as large cities in the southern United States including
Dallas, Austin, Houston, San Antonio, Oklahoma City and Tulsa. This includes discussions

with Halff Associates Land Development Teams in various offices for input and practicality
issues in other cities.
b. Assist city staff in the formulation of a draft Grading Permit which recognizes and maintains
consistency with floodplain development permits, land fill permits, landscape regulations,
SWPPP, and the city tree ordinance. Meet with various CFW departments for input and
feedback on this draft.
C. Prepare for and attend two (2) meetings with developers, engineers, and members of the
public to discuss the proposed permit.
d. Respond to comments from the City of Fort Worth and others regarding draft Grading
Permit.
e. Assist CFW with Environmental Code Ordinance language addressing Grading Permit.
f. Assist in the training of selected individuals regarding the Storm Water Program. Five (5)
days of training, as well as an additional one(1)day of consultation will be provided.
E. Special Services
Subconsultant—Survey tasks, collection and cataloguing of storm drain easement information, and minor
storm drain design, per direction of City staff(ANA Consultants).
Due to the uniqueness of this analysis, additional services may be required as the study progresses. As
requested by City Staff, prepare additional presentation material to facilitate communications with various
stake holder groups. These services shall be agreed upon by both City and Consultant and shall be
authorized only by written approval by the City.

SUBJECT: Authorize the Execution of Amendment No. 3 in the Amount of$600,400.00 to City
Secretary Contract No. 33121 an Engineering Agreement with Halff Associates, Inc., for
the Henderson Street Storm Drain Watershed Planning Study, Phase 5 (ALL COUNCIL

RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendm,:nt No. 3 in
the amount of$600,400.00 to City Secretary Contract No. 33121 an Engineering Agreement with
Halff Associates, Inc., for the Henderson Street Storm Drain Watershed Planning Study thereby
increasing the total Contract price to $1,659,540.00.
DISCUSSION:
In March 2004, City staff issued a request for qualifications for watershed planning studies and for
management assistance with the study program. Halff Associates, Inc., was selected to manage the
City's watershed study program. These management services were included in the Henderson Street
Storm Drain Watershed Planning Study for which Halff was also selected to perform at the same
time. Program management work has included scoping review, communications management,
technical oversight of the current watershed planning studies and open channel studies and a pilot
project that established basic parameters for the City's current GIS mapping project. The current
amendment includes management duties for the current fiscal year for the open channel study
program and technical oversight of the Storm Water mapping program, including independent QA/QC
assistance to City staff. Miscellaneous engineering and surveying work associated with these
programs are also included.
Halff Associates, Inc., proposes to perform this work for a lump sum fee of$600,400.00. City staff
considers this fee to be fair and reasonable for the scope of services proposed. Phases 1 and 2 were
paid for through 2004 CIP funding. Storm Water Utility funds have been used for all subsequent
phases.
M/WBE - Halff Associates, Inc., is in compliance with the City's M/WBE Ordinance by committ;ng to
an additional 11 percent M/WBE participation on the Amendment No. 3. The City's goal on this
amendment is 11 percent.
This project is located in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current operating
budget, as appropriated, of the Storm Water Utility Fund.
