AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE
AMOUNT OF $2,205,000.00 FOR THE PURPOSE OF EXECUTING AN
ENGINEERING AGREEMENT WITH BLACK & VEATCH CORPORATION FOR
THE CONSTRUCTION MANAGEMENT OF THE WESTSIDE WATER
TREATMENT PLANT PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of $2,205,000.00 for the purpose of
executing an engineering agreement with Black & Veatch Corporation for the construction
management of the Westside Water Treatment Plan Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of an Engineering Agreement with Black and Veatch Corporation for the
Construction Management of the Westside Water Treatment Plant Project in the Amount of
$2,205,000.00 and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of $2,205,000.00 from the Water and Sewer Fund to the Water Capital Projects
Fund;
2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Water Capital
Projects Fund in the amount of $2,205,000.00; and
3. Authorize the City Manager to execute an engineering agreement with Black and Veatch Corporation for
the construction management of the Westside Water Treatment Plant Project in the amount of
$2,205,000.00.
DISCUSSION:
On October 2, 2007, (M&C C-22433) the City Council authorized the execution of an engineering contract
with Camp, Dresser and McKee, Inc., for the design of the proposed Westside Water Treatment Plant. The
recent Fort Worth Water System Master Plan recommended the construction of a water treatment plant in
the western part of Fort Worth. The proposed plant will treat raw water from the recently installed Tarrant
Regional Water Board 90-inch raw water main, connecting Eagle Mountain Lake with Richland Chambers,
Cedar Creek, and Benbrook Reservoirs.
In August 2006, the Fort Worth Water Department solicited proposals from engineering firms for the design
and construction management of the Westside Water Treatment Plant. Black and Veatch Corporation was
selected to perform the value engineering and construction management. On April 10, 2007, (M&C C-
22057) City Council authorized the execution of an engineering agreement with Black and Veatch
Corporation for the Westside Water Treatment Plant Value Engineering.
As part of this engineering agreement, Black and Veatch Corporation proposes to provide construction
management services during the Westside Water Treatment Plant construction which will include providing
on-site a construction management team for construction contract administration, full-time inspection, and
project management/administration.
The water plant project site is located one quarter mile west of the intersection of Old Weatherford Road
and Chapin Road, in unincorporated Tarrant County.
Black and Veatch Corporation is in compliance with the City's M/WBE Ordinance by committing to 25

percent M/WBE participation. The City's goal on this project is 20 percent.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Water Capital Projects Fund.
