HomeMy WebLinkAboutIR 10099 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 10099 To the Mayor and Members of the City Council January 30, 2018 h�T�i7 Page 1 of 2 �i �i7 Y *a SUBJECT: POLICE EXECUTIVE RESEARCH FORUM (PERF), INTEGRATING rrn COMMUNICATIONS, ASSESSMENT AND TACTICS (ICAT) DE-ESCALATION TRAINING The purpose of this Informal Report is to update the City Council on the Fort Worth Police Department's amended policies to incorporate de-escalation training. The Fort Worth Police Department recently made some changes to how our officers approach "Use of Force" situations. We have amended our policies to incorporate De-escalation. Every officer on the department has recently completed or is in the final phase of Police ICAT (Integrating Communications, Assessment, and Tactics) de-escalation Training. Our In-service training as well as our recruit training have also been modified to provide more tools to resolve police encounters that emphasizes the safety of both the citizen as well as the officer. ICAT takes the essential building blocks of critical thinking, crisis intervention, communications, and tactics, and puts them together in an integrated approach to training. ICAT is anchored by a Critical Decision-Making Model that helps officers assess situations, make safe and effective decisions, and document and learn from their actions. The goal of ICAT is to enhance both officer safety and public safety by providing police officers with more tools, skills, and options for handling different types of critical incidents, especially those that involve subjects who are acting erratically because of mental illness or behavioral crisis, and who are unarmed or armed with a weapon other than a firearm. The training also focuses on protecting officers from physical threats and emotion harm. This is accomplished by equipping officer with the tools, techniques and skills needed to slow down some situations and pursue options for safely resolving them. The ultimate goal is to help officers avoid reaching the point where their lives or the lives of others become endangered and they have no other choice but to use lethal force. ICAT piloted in eight agencies across the country: Baltimore Police Department Metropolitan Nashville Police Department Charleston (SC) Police Department Asheville (NC) Police Department Amtrak Police New York Police Dept. Chicago Police Dept. Los Angeles Police Dept. More than 1,350 police personnel from over 525 agencies have attended ICAT meetings (train the trainer or direct police officer training). They have now returned to provide training for the reminder of the Police Department and will provide specialized training for external stakeholders and internal trainers. Instruction will also be provided to Fort Worth Police Academy staff in a train-the-trainer format to allow continuous training of new officers. On January 31, 2018, training will be provided to members of City Management, City Council, Legal, District Attorney's office, and Chief's Advisory Boards. This is an opportunity for all to see firsthand the de-escalation training that has been provided and is currently being utilized by the Fort Worth Police Department.
