EXPRESSING TO SENATOR KAY BAILEY HUTCHISON
THE CITY OF FORT WORTH S APPRECIATION
FOR HER EFFORTS ON THE CITY'S BEHALF DURING THE PASSAGE
OF THE FEDERAL TELECOMMUNICATIONS LEGISLATION
WHEREAS the United States Congress recently passed the federal
Telecommunications Bill (S 652) and
WHEREAS the Telecommunications Legislation is designed to transform the
regulatory framework governing the telecommunications industry impacting how
Americans purchase and receive telecommunication services such as cable television
telephone and computer-on-line services and
WHEREAS the Congress considered amendments during the passage of this
important legislation that would have preempted a city s right to manage and receive
compensation for the use of public rights-of way and
WHEREAS Senator Kay Bailey Hutchison sponsored an amendment that was
overwhelmingly supported by the United State Senate that restored and affirmed the
cities rights to manage and receive compensation for the use of public rights-of way
and
WHEREAS Senator Kay Bailey Hutchison worked closely with the members of
the Conference Committee that reviewed the legislation and worked on behalf of cities
to protect the language that restored the cities rights in the final version of the bill
that was passed and
WHEREAS without the efforts of Senator Kay Bailey Hutchison the City of
Fort Worth would have lost the ability to manage the public right-of way and would
have lost approximately $7 million annually in revenues coNected as compensation for
the use of those right-of ways
NOW THEREFORE BE IT RESOLVED BY THE C{TY COUNCIL OF THE CITY OF
FORT WORTH
