With a quorum of the City Council Members present, Mayor Pro tem Shingleton called the Fort
Worth City Council Work Session to order at 3:00 p.m. on Tuesday, January 23, 2018, in City
Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth,
Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
M&C G-19207 — Staff recommends Council adopt the Impact Fee Study at tonight's Council
meeting but defer consideration of the Impact Fee Rates until February 20, 2018.
b. Upcoming and Recent Events
There were none.
c. Organizational Updates and Employee Recognition(s)
Brandon Bennett, Director of Code Compliance, recognized the Keep Fort Worth Beautiful
Team for winning the National Affiliate of the Year from Keep America Beautiful.
Michelle Gutt, Director of Communication and Public Engagement, recognized the Community
Engagement Office for their work on the January 20, 2018, Neighborhood Workshops and
Awards.

Josiah Walker Survey, Tarrant County, Fort Worth, Texas, Also Known as
9201 US Highway 287, for the Northside II 48-inch Water Transmission Main
Project in the Amount of $250,032.10 and Pay Estimated Closing Costs in the

Society, Inc., for the Botanic Garden to Require Deposit of Revenue with the
City (Continued from January 9, 2018 by Staff) This M&C will be withdrawn
and Council will consider a revised M&C.

Avenue; From: PD 1061 Planned Development for medical and professional

4. Enterprise Resource Planning Update - Kevin Gunn, IT Solutions Department and
Aaron Bovos, Financial Management Services Department
Mr. Kevin Gunn, IT Solutions Department, and Mr. Aaron Bovos, Financial Management
Services Department, provided an update on the ERP project, governance, funding and current
projects underway.
5. Briefing on Selection of the Neighborhood Improvement Target Area for FY 2018 -
Fernando Costa, City Manager's Office
Assistant City Manager Fernando Costa, City Manager's Office, provided an update on the
progress that has been made in the FY 2017 Neighborhood Improvement Target Area, Stop Six.
He also provided background on the selection of the Ash Crescent neighborhood as the FY 2018
Neighborhood Improvement Target Area.
6. Briefing on Railroad Quiet Zones - Douglas Wiersig, Transportation and Public
Works Department
Mr. Douglas Wiersig, Transportation and Public Works Department, provided a report on the
benefits of a Railroad Quiet Zone and an update on the three different types of Railroad Quiet
Zones; median barriers, four-quadrant gates, and wayside horns. He also provided costs and the
timeline for each type of Quiet Zone.
7. City Council Requests for Future Agenda Items and/or Reports
Council Member Bivens — 1) Race and Culture Leadership training for staff, 2) Food deserts and
development of grocery stores on the East Side.
Council Member Jordan — 1) Update on the national opioid crisis, its impact on Fort Worth, and
the City's role in the response to the crisis; 2) Update on the Trinity River Vision project.
Council Member Flores—Update on mobile police assets for crime prevention.
Council Member Byrd—Quarterly update on metrics from target neighborhoods.
Council Members Jordan and Zadeh—Funding for major initiatives.
8. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290) There was no need for Executive Session.
There being no further business, Mayor Pro tem Shingleton adjourned the City Council Work
Session at 4:50 p.m.
