The February 20, 2018 City Council agenda will contain an M&C to award a contract to Matrix
Consulting Group, LTD to conduct an objective and systematic staffing analysis and deployment
study of the Police and Code Compliance Departments. The recommendations will be used to
inform the FY19 and future budget cycles.
The study will include all divisions in both departments. Early in the process, the Matrix team will
spend significant time on-site interviewing various staff in order to develop an understanding of
both departments, their unique characteristics, service levels and issues. Additionally, Matrix will
interview representative of the Fort Worth Police Officers Association to explain the study and
obtain their views on key staffing and management issues.
Key components of the study include:
• Analysis of staffing resources, operations and deployment for all department functions
• Analysis of projected service demands and staffing needs
• Analysis of organizational structure and management
• Collection and analysis of numerous data sets, documents and benchmarking
• Recommendations for staffing levels, span-of-control, and number and types of positions
needed now and in the future
• Recommendations to implement best practices, efficiencies, staffing utilization, and
deployment strategies
• Identification of functions that could be performed more appropriately by other means
• Schedule for implementation of recommendation
Matrix will meet with a City steering committee throughout the study to review preliminary
findings. Additionally, the workload planning model used by Matrix to project service demands
and staffing needs will be provided upon completion of the study, enabling for adjustments to be
made in the future as growth trajectories shift.
Staff from Performance & Budget, Police, Code Compliance, the City Manager's Office, and an
adjunct professor from Texas Wesleyan served on the evaluation committee. Matrix has
conducted over 300 law enforcement studies and has worked in a full array of code enforcement
service for over 150 clients.
