HomeMy WebLinkAboutIR 10104 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 10104 To the Mayor and Members of the City Council February 6, 2018 h�T�i7 Page 1 of 2 �i �i7 Y *a SUBJECT: REORGANIZATION OF CONTINUUM OF CARE BOARD AND rrn f PROPOSED DISSOLUTION OF FORT WORTH ADVISORY COMMISSION ON ENDING HOMELESSNESS This informal report outlines recent changes to the Continuum of Care (CoC) Board charter, and why it is now advisable to dissolve the Fort Worth Advisory Commission on Ending Homelessness (FWACEH). Reorganization of CoC Board: The CoC is a planning body that includes all organizations working on homelessness in Tarrant and Parker counties. The CoC Board distributes approximately $12 million annually in HUD funding. On January 29, 2018, the CoC board unanimously voted to amend its charter. One key change was the addition of a leadership council made up of Mayors of Fort Worth and Arlington, Judges of Tarrant and Parker counties and the Chair of the Mayor's Council. This change was made to ensure elected officials have more oversight of the homeless system. There are multiple boards dealing with homelessness and overseeing various pools of funding. However, until now, the homeless system has lacked coordination. This leadership council of elected officials creates capacity to better allocate resources. The membership council will consist of 25 members. Five members will represent their municipalities. Seven positions will be reserved for executive directors of key community partners in areas of healthcare, mental health services and education. Thirteen positions will be reserved for business leaders, neighborhood leaders, affordable housing developers, consumers, service providers, faith-based leaders and others who will be appointed by the leadership council or nominated by the governance council. Some current FWACEH members will be appointed to ensure City representation on the newly organized CoC Board. One of the first tasks of the CoC Board will be to create an area-wide strategic plan to end homelessness. This plan will effectively replace the Directions Home plan as the guiding document for ending homelessness. Dissolution of the FWACEH: The FWACEH has promoted and encouraged community participation in efforts to end homelessness and provided recommendations to the City Council regarding policies, plans and methods for addressing homelessness. However, the newly organized CoC Board will fulfill that role and expand it by looking at multiple sources of funding across the system. Directions Home staff supports this merger and the move to a systemic approach for the homeless system. Having municipal and private foundation funders at the CoC table will allow the community to maximize impact and create needed systems changes. In the past nine months of CoC Board re-organization discussions, new members were not appointed to FWACEH.
