Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:02 p.m. on Tuesday, January 30, 2018, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda There were none. b. Upcoming and Recent Events International Leadership of Texas,North Richland Hills, Honor Choir will perform at City Council tonight. c. Organizational Updates and Employee Recognition(s) Kirk Slaughter, Director of Public Events, announced that The League of Agriculture and Equine Centers honored Will Rogers Memorial Center as the 2018 Facility of the Year. The Public Events team was recognized. Police Chief Joel Fitzgerald introduced Chuck Wexler, Executive Director of the Police Executive Research Firm. Mr. Wexler provided information on the ICAT training taking place on Wednesday, January 31, 2018, at the Bob Bolen Public Safety Complex. IR 10099: Police Executive Research Forum (PERF), Integrating Communications, Assessment and Tactics(ICAT) De-escalation Training 3. IR 10100: Postponement of Requirement to Submit Assessment of Fair Housing to the U.S. Department of Housing and Urban Development(HUD) 4. IR 10101: Proposed Council-Initiated Zoning Changes for Portions of the Westcliff Area in Council District 3 5. IR 10102: Sales and Property Tax Review 2. Current Agenda Items - City Council Members M&C C-28557 — Council Member Allen Gray asked what the communication would be on the project timelines for the intersection improvements at the Wilbarger Street and Miller Avenue since we are rejecting the project bids. Doug Wiersig, Director of TPW, stated that all stakeholders would be notified of the new schedule. M&C G-19213 and G-19214 — Council Member Jordan asked for a brief explanation of the proposed changes which was provided by Director of Finance, Aaron Bovos. 3. Responses to Items Continued from a Previous Week There were no continued items. 4. Update on Botanic Garden Strategic Plan - Richard Zavala, Park and Recreation Department, and Patricia Harrison, Botanic Research Institute of Texas Susan Alanis, Assistant City Manager, and Ms. Patricia Harrison, Botanic Research Institute of Texas, provided an update on the Botanic Garden Strategic Plan including accomplishments and next steps. They also provided the membership of the Botanic Garden Task Force. 5. Update on Proposed 2018 Bond Program -Jay Chapa, City Manager's Office Assistant City Manager Jay Chapa provided an update on the proposed 2018 Bond Program. The total amount of the proposed bond is $399,500,000.00. The Council will act on the ordinance calling the bond election on February 6, 2019. Public Education will take place February—May. Election Day is May 5, 2018. 6. Briefing on Transit Funding- David Cooke, City Manager's Office City Manager David Cooke provided an overview of current transit funding sources and potential funding source reallocations and their impact. He provided recommendations on funding going forward: 1) Determine who our partners are, 2) Broaden the opportunity for the business community to participate and partner, 3) Transit/Mobility Funding should be considered as part of the FY 2019 and FY 2020 budget process and that discussion will be part of the decision making process for future sales tax referenda.
